About this opportunity
Naval Sea Systems Command is conducting market research through a sources sought notice and request for information (RFI) for rental, delivery, servicing, and removal of commercial restroom trailers and standalone ADA portable toilets at Norfolk Naval Shipyard (NNSY), Portsmouth, Virginia, with responses due by October 21, 2026 and target service delivery of December 1, 2026 (assuming contract award by November 25, 2026). No set-aside applies.
The requirement comprises three non-ADA commercial restroom trailers, two standalone ADA-compliant portable toilets, and two standalone handwashing stations, all to be positioned within secondary spill containment systems on the NNSY waterfront. Each commercial restroom trailer must contain a minimum of five private stalls with divided sections (female: 3 stalls and 2 sinks; male: 2 stalls, 3 urinals, and 1 sink), climate-controlled with HVAC, integrated freeze protection for waste tanks and internal piping, hot and cold running water, and tow-hitch mobility not exceeding 44 feet by 20 feet. All trailers must operate on a maximum of four power circuits compatible with NEMA L5-30 (30-ampere, 125-volt) shore receptacles with contractor-provided weather-resistant cabling and custom adapters. Standalone ADA units require ground-level or extremely low-profile entry, interior wheelchair turning radius, secure grab bars, and dual-basin handwashing stations.
All personnel must be U.S. citizens fluent in English, eligible for and capable of independently obtaining Defense Biometric Identification System (DBIDS) credentials for unescorted waterfront access. Service mandates seven-day-per-week operation with daily waste pumping, sanitization, and restocking; four-hour emergency response and eight-hour technical resolution windows apply, with temporary replacement units at no additional charge if defects are not resolved within eight hours. Contractors must provide all towing vehicles, hitches, and material handling equipment and self-deliver units directly to the waterfront. Responses should include cost estimates, delivery timeline feasibility, and vendor capability validation.
