About this file

This is a Statement of Work (SOW) for the rental, installation, and comprehensive servicing of temporary sanitary facilities at Norfolk Naval Shipyard (NNSY) Waterfront Operations, effective May 2026. The requirement encompasses three non-ADA commercial restroom trailers, two standalone ADA-compliant portable toilets, two standalone handwashing stations, and secondary spill containment systems to support continuous shipyard operations.

Each commercial restroom trailer must contain a minimum of five private stalls with separate male and female sections (female: 3 stalls, 2 sinks; male: 2 stalls, 3 urinals, 1 sink), fully insulated with heavy-duty HVAC systems, freeze protection for internal waste tanks and piping, hot and cold running water, and active ventilation in each stall. Trailers must not exceed 44' x 20' and be relocatable within 24 hours via standard tow hitch. All trailers must operate on a maximum of four power circuits compatible with NEMA L5-30 (30A, 125V) shore receptacles, with the contractor providing all necessary weather-resistant cabling and custom adapters. Standalone ADA units must be fully ADA-compliant with ground-level or extremely low-profile entry, sufficient interior turning radius for wheelchairs, secure grab bars, and dedicated dual-basin handwashing stations positioned adjacent to each unit. All units must be positioned within secondary spill containment berms or trays capable of holding 110 percent of maximum waste-holding tank capacity, subject to COR approval prior to service activation.

Service requirements mandate seven-day-per-week operation (Monday through Sunday, including weekends and Federal Holidays) with daily servicing including complete waste pumping, thorough sanitization of all interior surfaces, mopping and sweeping with commercial-grade disinfectants, and restocking of toilet paper, hand soap, paper towels, and hand sanitizer to support 24-hour heavy utilization. The contractor must respond to emergency service calls within four hours and resolve all technical defects within eight hours; if units cannot be returned to 100 percent operational status within the eight-hour window, temporary replacement units must be provided at no additional charge. The contractor is solely responsible for providing all towing vehicles, hitches, and material handling equipment for delivery, placement, and relocation. All personnel must be U.S. citizens fluent in English, eligible for and capable of independently obtaining Defense Biometric Identification System (DBIDS) credentials for unescorted access to NNSY and the Controlled Industrial Area, and must self-deliver units directly to the waterfront without reliance on Navy personnel. The COR will conduct random daily inspections; non-conforming services result in monthly invoice deductions on a prorated daily basis, and recurring failures to meet response time or cleaning standards will be documented as "Unsatisfactory" in the CPARS database.

1.0 BACKGROUND AND OBJECTIVE

The Norfolk Naval Shipyard (NNSY) requires the continuous rental, installation, and comprehensive servicing of temporary sanitary facilities down on the waterfront. These facilities support critical shipyard operations and must remain functional, sanitary, and fully operational to safeguard the health, safety, and operational readiness of Navy and civilian personnel. The objective of this contract is to secure reliable, high-quality restroom facilities with rigorous service standards to eliminate downtime and ensure a seamless, professional maintenance cycle.

2.0 SCOPE OF WORK

The Contractor shall provide all labor, materials, equipment, tools, transportation, utility hookups, daily servicing, preventative maintenance, emergency repairs, and supervision necessary to deliver, install, maintain, and ultimately remove:

Three (3) Non-ADA Commercial Restroom Trailers (Multi-Stall) Two (2) Standalone ADA-Compliant Portable Toilets Two (2) Standalone Handwashing Stations (placed adjacent to the ADA units or incorporated within) Secondary Spill Containment Systems for all units The facilities will service shipyard personnel working continuous shifts down on the waterfront.

3.0 DETAILED TECHNICAL & POWER REQUIREMENTS

3.1 Commercial Restroom Trailers (Quantity: 3)

Capacity & Configuration: Each trailer must contain a minimum of five (5) private stalls, each with an independent locking enclosure.

Gender Division: Separate male and female sections are required.

The female section must have a minimum of three (3) stalls and two (2) sinks.

The male section must have a minimum of two (2) stalls, three (3) urinals, and one (1) sink.

Climate & Freeze Control: Fully insulated and equipped with a functioning, heavy-duty heating and air conditioning (HVAC) system. The units must have freeze protection built into the internal waste tanks, supply lines, and internal piping throughout to protect water lines from freezing in the winter. (Note: Only external supply garden hoses connecting from pier risers to the trailer are excluded from integrated vendor freeze protection).

Plumbing: Equipped with hot and cold running water. Handwashing sinks must have operational faucets with adequate water pressure.

Ventilation: Each independent stall must be actively vented to the fresh air outside to control odors.

Dimensions & Relocation: The physical footprint of each trailer must not exceed 44‘ x 20’. The trailers must be mobile and capable of being relocated on the shipyard via a standard tow hitch within twenty-four (24) hours of a formal request by the Contracting Officer’s Representative (COR).

3.2 Electrical & Power Requirements

To prevent base infrastructure overload and eliminate fabrication delays, the Contractor is fully responsible for matching NNSY shore power standards:

Circuit Limitations: Each trailer must be engineered to operate on a maximum of four (4) power circuits (CKTs) per unit to remain compatible with shipyard power distribution grids.

Power Cabling: The Contractor shall provide all necessary, weather-resistant power cables and extension cords rated for 15 Amp, 125 Volt circuits.

Receptacle Compatibility: The Contractor must provide all necessary custom adapters, including locking “pigtail” extension cords compatible with standard NEMA L5-30 (30A, 125V) shore receptacles, to support all 15A/125V CKTs.

3.3 Standalone ADA-Compliant Portable Toilets (Quantity: 2)

To replace previous integrated trailer-based ADA units that suffered frequent mechanical failures, the contractor shall provide separate, standalone ADA units:

Certification: Must be fully compliant with Americans with Disabilities Act (ADA) guidelines, featuring a ground-level flush entry or an extremely low-profile entry with a compliant, slip-resistant ramp.

Interior Space: Must have sufficient interior turning radius for wheelchair users and include heavy-duty, secure grab bars.

Dedicated Handwashing: A fully stocked, standalone dual-basin handwashing station must be positioned directly adjacent to each ADA portable toilet.

3.4 Spill Containment Systems (Navy/NNSY Environmental Compliance) Due to the proximity of the NNSY waterfront and strict environmental regulations, waste spills are completely unacceptable.

Containment Capacity: All restroom trailers and standalone ADA portable toilets must be positioned inside or on top of a secondary spill containment berm, tray, or platform capable of holding 110% of the unit’s maximum waste-holding tank capacity.

Approval: The design, placement, and materials of the spill containment systems must be reviewed and formally approved by the COR prior to the units being placed into active service.

Spill Response: In the event of any leak, overflow, or discharge, the Contractor shall immediately contain, report, and fully remediate the spill in accordance with Navy, Federal, State, and local environmental standards. All cleanup costs, fines, or remediation efforts shall be at the Contractor’s sole expense.

4.0 SERVICE, CLEANING, AND MAINTENANCE STANDARDS

4.1 Mandatory 7-Day Servicing Schedule

Servicing is required on a continuous seven (7) days a week schedule to maintain hygiene standards.

Frequency: Servicing must occur daily, Monday through Sunday, including all weekends and Federal Holidays.

Daily Servicing Requirements: At a minimum, daily servicing must include:

Waste Pumping: Pump out all waste holding tanks completely to prevent backup, odor, or overflows.
