About this opportunity

Naval Sea Systems Command seeks rental of two Grade D air compressors (800 CFM at 125 psig) and two regenerative air dryer units (930 CFM minimum at 125 psig) for dry air layup operations, with quotations due May 8, 2026 at 9:00 AM Eastern time. The procurement is a Women-Owned Small Business set-aside.

Place of performance is Portsmouth, Virginia at Naval Station Norfolk and Norfolk Naval Shipyard. The base contract period runs from June 15, 2026 through May 15, 2027 (11 months), with six optional one-month extension periods available at the Government's discretion.

Equipment must meet stringent specifications: air compressors require oil-free, rotary screw design delivering Grade D air per CGA G-7.1, electrically powered for 460 VAC three-phase 60 Hz on a 400-amp circuit, capable of continuous 24/7 operation, NEMA Type 4 weather-resistant construction for coastal salt-water environments, and 2-inch Male NPT inlet/outlet connections. Regenerative air dryers must be heatless, non-refrigerated twin-tower designs with hygroscopic desiccant producing -65 degrees Fahrenheit dew points, electrically powered for 110/120 VAC single-phase, and similarly rugged outdoor-rated construction. All equipment must comply with OSHA regulations and ASME Boiler and Pressure Vessel Code, and be furnished with calibrated pressure gauges and sealed relief valves.

Contractor responsibilities include delivery, setup, engineering drawings, operating manuals, 24/7 on-call repair service with 24-hour on-site response and 72-hour replacement guarantee, all materials and maintenance at no additional cost, and inbound/outbound shipping. The NAICS code is 532490 with a small business size standard of 1,350 employees. Award will be based on technical acceptability and lowest aggregate price. Quotations must remain valid for 60 days and include firm fixed pricing for monthly, weekly, and daily rental rates plus shipping. A solicitation amendment issued May 5, 2026 added a shipping line item and specified that questions are due May 15, 2026 at 9:00 AM Eastern time.
