About this file

This is a Request for Quote (RFQ) for the rental of Grade D breathing air compressors and regenerative air dryers to support operations at Naval Operating Base (NOB) Norfolk, Portsmouth, Virginia.

The solicitation seeks two (2) Grade D Air Compressors rated at 800 cubic feet per minute (CFM) at 125 psig and two (2) Regenerative Air Dryer units rated at 930 CFM minimum at 125 psig for dry air layup work. The base period of performance runs from June 15, 2026 through May 15, 2027 (11 months), with six optional one-month extension periods available. Equipment specifications are stringent, requiring oil-free, rotary screw design compressors with fixed-speed operation, electrically powered for 460 VAC three-phase 60 Hz, capable of continuous 24/7 operation, and NEMA Type 4 weather-resistant construction suitable for outdoor coastal environments. The regenerative air dryers must be heatless, non-refrigerated twin-tower designs with automatic condensate purges, electrically powered for 110/120 VAC single-phase, and capable of producing dew points of -65 degrees Fahrenheit. Contractor responsibilities include delivery and setup at NOB Norfolk, provision of engineering drawings, operating manuals, 24/7 on-call repair service with 24-hour response time and 72-hour replacement guarantee, and all materials and maintenance at no additional cost. Quotations are due by May 8, 2026 at 9:00 AM Eastern time, submitted via email to the Contracting Officer. This is a Women-Owned Small Business (WOSB) set-aside with a small business size standard of 1,350 employees under NAICS code 532490. Award will be based on technical acceptability (meeting all specifications) and lowest price, with evaluation factors stating that non-price factors combined are significantly more important than price.
