About this opportunity
The National Park Service (NPS) is seeking a small business contractor to renovate the Visitors Center at Whiskeytown National Recreation Area located in Shasta County, California. The project requires providing all necessary supervision, labor, equipment, testing, and supplies to complete the renovation work as specified in the project documents. The NPS will award a single firm-fixed-price contract using a best value determination that considers multiple factors beyond price, including experience, technical approach, schedule, past performance, California contractor state license, and management and safety capabilities. A mandatory site visit is scheduled for Monday, December 2, 2024, at 1:00 pm PST, and prospective offerors must submit their complete proposals via email by January 17, 2025. Proposals will be evaluated comprehensively, with careful consideration given to both cost and non-price technical factors.
The solicitation is a total small business set-aside with a North American Industry Classification System (NAICS) code of 236220 and a size standard of $45 million in annual gross receipts. The project is currently unfunded but has a high expectation of future funding, with an estimated contract value between $500,000 and $1,000,000. The renovation will take place at the Visitors Center located at the corner of Highway 299 and Kennedy Memorial Drive in Whiskeytown, California. The period of performance is anticipated to run from February 3, 2025, to June 3, 2025. Detailed project specifications, drawings, and a hazardous material survey report have been provided to potential offerors to support comprehensive proposal development. The government will award the contract to the most advantageous offeror based on the stated evaluation criteria, with a focus on small business participation.
