About this file
This is a Questions & Answers document for solicitation #140P8424R0016 regarding the renovation of the Visitors Center at Whiskeytown National Recreation Area. The document addresses 10 contractor questions covering various aspects of the project.
Key clarifications include: California Contractor License is not required but will be rated more favorably; there are no species/resource concerns along the electrical trenching route; the park will remove merchandise and supplies from the facility; security cameras can be installed behind fencing; trenching conditions are expected to be mostly fill material with possible sandstone bedrock; and no temporary power source will be available from NPS during electrical service upgrades (contractors should use existing service initially then provide generators). The document includes several photos showing existing conduit under the road, which appears to be sunlight-resistant 4" conduit installed approximately 2-3 feet deep. The project contact at PG&E is identified as Ed Normand.

Renovate Visitors Center Whiskeytown National Recreation Area
Questions and Answers Solicitation #140P8424R0016
1. Is the CA Contractor License a requirement?
No. Offerors (and any proposed subcontractors) who possess a current and valid State License applicable to the work they will be performing on this project will be more favorably rated.
2. Are there photos of the conduit under the road?
Please see photos below.
3. Who is the project contact at PG&E?
Ed Normand, 530-246-6559-office, EIN1@PGE.COM
4. Are there species or resource concerns along the electrical trenching route?
No.
5. Who will move the stuff out of the VC and storage area?
Merchandise and park supplies and materials will be removed by the park.
6. There could possibly be some vandalism/ theft issues. Can we install cameras behind our security fencing to deter potential issues? We will include signs on the fencing to notify the park and the general public.
Yes
7. Section 01 1000 1.9.A. indicates no soils report is available for the project. As the specifications call for performing underground excavation and trenching for new utility work, there are unknown conditions that may exist such as bedrock that would create additional costs outside of the contracted amount to perform required work. Can a rate be provided for additional labor and materials outside of contract if discovered/required?
The road prism and parking area for the VC are built on a cut / fill profile, so the material adjacent to the road is likely to be mostly fill and not go over bedrock. If rock is encountered it is likely to be sandstone and not too difficult to trench.
8. As upgrading the main electrical service to the Visitor Center is part of the contracted scope, will a temporary power source be available and accessible for the prime and its subcontractors upon commencement of services to be performed through the duration of the project?
There is no temporary power source available from the NPS. The lights in the restrooms in the building run entirely on the PV panels on the roof and a battery in the plumbing chase, so they are not grid tied. Contractor should probably try use the existing electrical service as long as possible and then may need to use generators or some portable source of temporary power.

9. For Factor 3 - Past Performance, can we submit recently completed PPQs with similar format that were filled out for other bids, or is it mandatory to have the reference complete a new submission using the format provided in this solicitation?
Yes, you may submit recently completed PPQ’s.
10. The automatic operator, the one specified ( Tormax TN110) is designed mainly for retrofit into place on a historical building that has “floor check “closers existing in the floor. While the operator is somewhat water resistant, the hole in the floor that it is mounted in must have a drain tube allowing any moisture to drain out of the bottom of the box and away from the motor. This will be very difficult to accomplish with this location.
Hinging , these door closers can not be used in a “butt hung” configuration, only an “offset pivot” and or a” center hung “ configuration. Which is going to be very hard if not impossible to accomplish with mounting these doors into a wood openings.
We are open to alternative products for the door opening hardware, including top mounted hardware, however the visual appearance of the equipment is also a consideration. Ideally the equipment would be concealed behind the door header which is quite narrow. The proposed Assa Abloy system looks like it will be wider that the wood framing and therefore more visible than desired, however may be acceptable.
I see the info now in the Tormax product about the type of door it is compatible with and that our spec won't work. So we do need to consider options.
