About this opportunity

The Defense Logistics Agency (DLA) is seeking a contractor to support its J6 Technology Accelerator, which focuses on developing rapid prototype capabilities to identify and test innovative technological solutions that can transform DLA's business operations. The procurement is structured as an indefinite delivery/indefinite quantity (IDIQ) contract with 11 primary catalog tasks, including ongoing strategic support, human-centered design interviews, market research, event facilitation, coaching, prototyping, and project management services. The contractor must demonstrate expertise in innovation methodologies such as Lean Startup, Lean Launchpad, and Human-Centered Design, along with strong connections to the high-tech and startup sectors. The evaluation will use a trade-off best value approach where non-price factors are significantly more important than price, and proposals will be assessed based on technical approach quality, understanding of requirements, timeliness of performance, customer service, issue addressing, and cost control. The proposal deadline is January 16, 2026 at 5:00 PM EST.

This is a 100% small business set-aside contract with a base period running from January 30, 2026 to January 29, 2027, followed by two optional 12-month periods. The solicitation requires designation of key personnel, including a Program Manager, Deputy Program Manager, and Research Analyst, each with specific qualifications in innovation methodologies and technology sector expertise. The contract tasks are structured as firm-fixed price arrangements except for travel costs, which will be reimbursed on a time and materials basis. The place of performance is Philadelphia, Pennsylvania. No incumbent contractor or specific award value is identified in the solicitation notice, though offerors must provide their total estimated contract value in their proposals.

Notice text

DLA Information Operations (“DLA J6”) provides information technology (“IT”) to the DLA community.  This technology is secure, modern and functional.  DLA J6 recognizes, however, that modern technology evolves at an increasing pace.  Therefore, without proactive measures, today’s relevant skills will abruptly morph into tomorrow’s antiquated practices.  Moreover, technological advancements continue to blur the lines between traditional IT and business functions.

The Technology Accelerator delivers prototype capabilities, with a focus on stakeholder engagement, experimentation and the iterative cycle.  The team builds new things that have the potential to change how DLA does business.  These prototypes/experiments are early, raw capabilities.  Some will grow; others will disappear.

This Performance Work Statement (“PWS”) supports the DLA J6 Technology Accelerator in its mission to identify high-value projects then build, test rapid prototypes to transition successful prototypes for broader adoption.
