About this opportunity

The Department of Homeland Security Customs and Border Protection (CBP) has issued a special notice announcing its intent to renew software maintenance and technical support services for the Air and Marine Operations Center (AMOC) Unitrac Electronic Tracking System and AutoFind Mapping System. The agency intends to award a firm-fixed-price purchase order valued at $173,908.61 to Corp Ten International as a sole source procurement under FAR 13.106-1(b)(1). The contract will cover a 12-month base period from September 1, 2025 through August 31, 2026, supporting CBP's Office of Air and Marine operations. The procurement encompasses maintenance and support for proprietary electronic satellite tracking systems that enable two-way communication across multiple satellite, cellular, and radio frequency providers at AMOC and its Continuity of Operations locations.

The special notice serves as notification of CBP's intent to proceed with sole source procurement rather than competitive bidding, citing the contractor's institutional knowledge and the proprietary nature of the systems as justification. Interested contractors who believe they can meet the requirements must respond by August 28, 2025, submitting a capabilities statement to the Contract Specialist at nykia.warren@cbp.dhs.gov. Only contractors capable of providing maintenance and technical support for the specialized Unitrac, AutoFind, and Evolution software systems should respond, as system failures could compromise the agency's Homeland Security mission if not properly supported. The procurement covers three main components: Evolution Tech Support at $39,962.79, UniTrac Annual Maintenance for AMOC System at $89,927.21, and UniTrac Annual Maintenance for COOP System at $44,648.61. All work will be performed at the Air and Marine Operations Center in March ARB, California, and must comply with Section 508 accessibility requirements.
