About this opportunity
The U.S. Space Force is issuing Request for Quotation (RFQ) FA461026Q0015 for the renewal of ESPRIT software maintenance and support licenses, a Computer-Aided Manufacturing (CAM) solution essential for CNC programming and simulation supporting manufacturing operations. The procurement is being conducted by the Department of the Air Force Space Command at Vandenberg Space Force Base, with a contracting team including Christopher Hummel and Scott Yeaple as Contracting Officers, and Jessica Rowe and Moises Flores as Contract Specialists. The solicitation requires vendors to provide quotes for three separate one-year software license renewals, each specified with particular ESPRIT modules including SolidMill FreeForm, SolidTurn Production, SolidTurn Traditional, and SolidMillTurn variants, with technical evaluation on a pass/fail basis for conformity with brand-name requirements followed by price ranking from lowest to highest. Evaluation will prioritize vendors meeting the specified ESPRIT 2000 Series Software specifications, with vendors required to indicate whether their offerings are equal to, greater than, or lesser than the preferred brand specifications. Critical deadlines include March 23, 2026 at 1:00 PM PST for submission of questions and March 27, 2026 at 12:00 PM PST for quotation submission, with all responding firms required to maintain current registration in the System of Award Management (SAM).
This acquisition is set aside 100 percent for small business concerns under NAICS code 513210 (Software Publishers) with a small business size standard of $47 million in revenue. The contract will be structured as a Firm Fixed Price (FFP) agreement incorporating contract line-item numbers (CLINs) detailed in the attached SF 1449 solicitation document, with each of the three ESPRIT license renewals representing separate line items with a quantity of one unit each. The period of performance spans one year from May 27, 2026 to May 28, 2027, with Free on Board (FOB) delivery required to Vandenberg Air Force Base in Lompoc, California. The specific estimated contract cost has been redacted in available documentation, though the brand name justification indicates the funding level exceeds the Simplified Acquisition Threshold (SAT) but remains below $750,000. No incumbent contractor information is disclosed in the solicitation materials, though market research was previously conducted through the DoD Enterprise Software Initiative catalog, GSA Advantage/eBuy, and SAM.gov to identify potential small business sources.
