About this file
This document is a Sole Source (Including Brand Name) Justification for Simplified Procedures for Certain Commercial Items. The contracting activity is 30 CONS/PKB, with the purchase request/local ID number FAD1R36012AW011. The requirement is for renewal of an Esprit CAM Software License, supporting 30 OSS/TDDEC. The funding level is greater than SAT and less than $750K. The justification type is Individual, and this is a new J&A Document. The estimated contract cost is redacted. The acquisition is processed under DAFFARS 5313.501 - 10 U.S.C. 3572 (Implementation of Simplified Acquisition Procedures). Coordination was completed on 10 March 2026 by the Project Lead/Program Manager Joaquin Tinker (30 OSS/OSE) and Contracting Officer Christopher Hummel (GS-12, USAF, 30 CONS/PKB). Chief of the Contracting Office approval is pending.
The Government requires renewal of the Esprit Computer-Aided Manufacturing (CAM) user subscription as an Enterprise-Government Product with a 12-month term. Esprit CAM software provides a comprehensive system for Computer Numerical Control (CNC) programming and simulation, essential for manufacturing processes from Computer-Aided Design (CAD) files to machined parts. The justification cites FAR 6.302-1 as the statutory authority. The contracting officer determined the anticipated cost is fair and reasonable based on three vendor quotes (two from small businesses and one from a large business). Market research was conducted through the DoD Enterprise Software Initiative (ESI) catalog, GSA Advantage/eBuy, and SAM.gov. Three sources expressed written interest in the acquisition: Save Again, American Business Solutions, and SoftThink Solutions. The government will continue monitoring the DoD ESI, GSA Advantage/eBuy, and SAM.gov for alternative products to support future competitive acquisitions.

This action is to acquire Esprit CAM Software in direct support of 30 OSS/TDDEC. The requirement is for a commercially available, brand-specific product that is essential to meet mission needs. The requested brand name product provides the necessary compatibility with existing systems, ensures interoperability with current hardware and software, and maintains standardization across the enterprise. The acquisition will be processed as a brand name procurement to fulfill the Government’s requirement without risk of degraded performance, increased integration costs, or delays that would occur if an alternate product were used. This action ensures mission continuity and maintains operational effectiveness.
30 OSS/TDDEC requires renewal of the Esprit Computer-Aided Manufacturing (CAM) user subscription (Enterprise-Government Product - 12-month term). Esprit CAM software offers a comprehensive system for Computer Numerical Control (CNC) programming and simulation, aiding the manufacturing process from Computer-Aided Design (CAD) file to machined part. Renewing this subscription is essential to maintain service capabilities in the upcoming weeks.
