About this opportunity

The Department of Agriculture Forest Service is soliciting sealed bids for removal and replacement of concrete drainage pads and a ramp at its Northern Great Plains Agricultural Research Laboratory in Mandan, North Dakota, with proposals due September 23, 2026. The procurement is set-aside for small business under NAICS 238120 (Structural Steel and Precast Concrete Contractors), with a $19.0 million size standard.

The base scope requires demolition and replacement of a concrete drainage pad approximately 6 feet by 48 feet by 6 inches in depth for Building #11, including site preparation, fill transportation, compaction, reinforcement installation (minimum #4 rebar at 2-foot on-center spacing), 4000 psi non-fibrous concrete with broomed finish, expansion joint cutting, and landscaping restoration. Option 1 involves replacement of a 25-foot by 30-foot by 6-inch concrete pad on the south side of Building #28, including drainpipe reinstallation around pea rock roofing. Option 2 requires demolition and replacement of concrete sections to create a 28-foot by 90-foot by 6-inch ramp on the east side of Building #12 with new railing installation. Contractors must submit separate cost and technical proposals for the base and each option as lump sum line items.

The performance period is 60 days from Notice to Proceed, with performance beginning within 15 calendar days of award. Performance and payment bonds are required within 15 calendar days after award. Davis-Bacon prevailing wage rates apply for Morton County, North Dakota. Buy American-Construction Materials requirements (FAR 52.225-9) apply; bond costs must be included in base pricing. Evaluation prioritizes technical acceptability based on schedule ability and SOW understanding; award goes to the lowest-priced, technically acceptable quotation. Questions are due the day before the quote deadline to derrick.dodson@usda.gov. Offers must remain firm for 60 calendar days, and the Government requires 60 calendar days for acceptance.
