About this opportunity

The National Oceanic and Atmospheric Administration seeks removal of the existing standing seam metal roof and installation of a new metal roof at the National Weather Service Weather Forecast Office in Melbourne, Florida, with quotations due June 2, 2026. The procurement is set-aside for small business concerns.

Place of performance is Melbourne, Florida. The new metal roof must withstand Category 5 hurricane conditions and feature a baked enamel standing seam design with 16-inch on-center seams, minimum 1.5-inch seam height, and minimum 24-gauge thickness. Metal roof panels must meet UL 263 Fire Resistant Rating, UL2218 Class 5 Hail Resistant Rating, ASTM E1592 Class 90 157 mph Wind Rating, ASTM E-1680 Air Penetration Approval, and ASTM E-1646 Water Infiltration Approval. Panels must be painted green with Government Point of Contact approval prior to installation. The contractor must also detach and reinstall lightning rods with galvanic insulating pads compliant with current NFPA standards, install new moisture barriers, 4-inch downspouts on the north side, drip edging, z-bar flashing, and penetration flashing. Work covers the main WFO office and generator building. The NAICS code is 238160, Roofing Contractors, with a small business size standard of $19.0 million. Quoters must demonstrate a minimum of five years of experience removing and installing metal roofs and provide written authorization from the roofing system manufacturer confirming willingness to issue a 20-year manufacturer watertight warranty to the Government. The period of performance is 60 days from Notice to Proceed, with work commencing within five business days after receipt of Notice to Proceed. Davis-Bacon Act prevailing wages apply. Evaluation weighs technical approach and experience as equal, non-price factors that are collectively more important than price. A payment bond or irrevocable letter of credit is required unless the quote is under $35,000. Amendment 0002, effective May 26, 2026, extended the original May 29 deadline to June 2 and revised the Statement of Work to clarify scope, contractor obligations for material staging and debris disposal, and warranty requirements.
