About this opportunity

The Naval Facilities Engineering Command, under the Department of the Navy, is soliciting proposals for the removal and remediation of bats from Building 1777 at Marine Corps Air Station Cherry Point, North Carolina. The contractor must provide all labor, supplies, and equipment to complete bat exclusion work through six phases: sealing secondary entry points, installing one-way exclusion devices, conducting a minimum 5-10 day monitoring period, final sealing of entry points, hazardous waste removal of bat guano and contaminated materials, and sanitization/deodorization of affected areas. Evaluation will be based on three factors of approximately equal weight: price, past performance (requiring information on two similar projects with descriptions, dollar values, and customer contacts), and technical response (a maximum two-page narrative addressing execution timeline, bat removal methods, cleaning methods, and approach to removing guano from inaccessible areas). Proposals are due by April 6, 2026 at 1400 hours via email, and a mandatory site visit is scheduled for April 1, 2026 at 1000 AM at the FEAD Cherry Point office. All work must be completed by May 1, 2026, during regular government working hours of 0700-1600, Monday through Friday.

This solicitation (N4008526Q0010) is designated as a total small business set-aside, restricting competition to small business concerns. No incumbent contractor information is provided in the solicitation documents. The contract structure includes a base bid (CLIN 0001) for items 2.1-2.4 (sealing and exclusion device installation) and an option item (CLIN 0002) for items 2.5-2.6 (hazardous waste removal and sanitization), with pricing evaluated as a significant evaluation factor. Service Contract Labor Standards apply under wage determination 2015-5781 (Revision 28) for North Carolina counties of Craven, Jones, and Pamlico, establishing prevailing wage rates by occupation and requiring $5.55 per hour in health and welfare benefits, vacation, holiday, and paid sick leave. Offerors must hold prices firm for 60 calendar days from the offer receipt date. The work is to be performed at Marine Corps Air Station Cherry Point, North Carolina 28533.

MARINE CORPS AIR STATION

CHERRY POINT, NORTH CAROLINA 28533-0006

WORK ORDER #7571479

REGULAR WORKING HOURS

The Government’s regular working hours are from 0700 to 1600, Monday through Friday, except for Federal Holidays and other days specifically designated by the Contracting Office.

The work must be completed prior to 1 May 2026

SCOPE OF WORK

The intent of this project is to remove and remediate building 1777 of bats.  The contractor shall provide all labor, supplies and equipment needed to complete this project.

2.1 Seal Secondary Entry Points

The contractor shall seal all potential entry points cracks, gaps, or holes larger than a dime are sealed except for the primary exits identified during inspection.   This prevents bats from finding an alternate way back in once the exclusion begins. Materials used include caulk, steel wool, wire mesh, and flashing.

2.2 Install One-Way Exclusion Devices

One-way doors or exclusion netting are installed over the primary entry/exit points.  These devices allow bats to leave the building to feed but prevent them from re-entering.  Common devices include plastic netting, flexible tubes, or cones.

2.3 Monitoring Period

The one-way doors are left in place for a minimum of 5-10 days to ensure all bats have successfully exited the roost.  The duration may be extended during cool or rainy weather when bats are less active.

2.4 Final Sealing

Once it is confirmed that all bats have vacated the building, the one-way devices are removed, and the final entry points are permanently sealed to complete the exclusion.

2.5 Hazardous Waste Removal

Trained technicians wearing appropriate Personal Protective Equipment (PPE), including respirators, will remove all bat guano, urine-soaked insulation, and nesting debris.  To minimize airborne dust, materials are often wetted down with a surfactant or disinfectant before removal.

2.6 Sanitization and Deodorization

All affected areas are treated with professional-grade disinfectants and enzymatic cleaners to neutralize harmful pathogens (like the fungus that causes histoplasmosis) and eliminate persistent odors.

Prior to leaving site, contractor shall conduct site cleanup and return area to its original condition.  Removal of old equipment, debris and trash shall be removed and properly disposed of off MCAS Cherry Point base/government property.  After inspection and approval, turn all paperwork form into the Contracting Officer.
