About this opportunity

The Department of the Air Force Air Education and Training Command, through the 502d Contracting Squadron at Joint Base San Antonio-Lackland Air Force Base, Texas, is conducting market research for the removal and replacement of an Uninterruptible Power Supply (UPS) system at the Air Force Deployed Transmission Laboratory (AFDTL) forensic toxicology facility. The procurement involves removing an outdated 10-year-old UPS system and installing a new system capable of supporting a sustained 7000-watt power draw for 120 minutes, including batteries, controllers, and various Power Distribution Unit outlets with specific amperage and voltage configurations. Contractors must coordinate closely with AFDTL IT specialists and facility managers, provide a 10-year warranty, and ensure the new system interfaces with existing facility power and fits within a standard 42U server rack. The government has assigned NAICS code 335910 (Battery Manufacturing) to this procurement and anticipates awarding a Firm Fixed Price contract. Interested parties must submit their responses to the Sources Sought Notice questionnaire by June 30, 2025, at 10:00 AM CST to Contract Specialist Monica Pridgen or Contract Officer Ramon Marrufo.

This opportunity is designated as a Total Small Business set-aside with no incumbent contractors identified in the documentation. While specific budget ranges are not disclosed, contractors must provide comprehensive solutions including bill of materials and pricing with their proposals, covering installation, removal and disposal of existing equipment, wall and ceiling repairs, and coordination for disposal of non-operational materials. The technical specifications require the new UPS system to support two 30A 120/280V outlets, eight 20A 100-120V outlets, and two 30A 100/120/200/208V outlets for Power Distribution Units, along with interface capability to existing 100A generators and main facility power. The project timeline indicates completion is required by May 12, 2025, with work conducted during normal business hours Monday through Friday, 0600-1800, excluding federal holidays. The manufacturing size standard for the assigned NAICS code is 1,250 employees, and contractors are encouraged to suggest alternative NAICS codes if they believe the current classification is inappropriate.
