About this opportunity
The Consumer Financial Protection Bureau (CFPB) is seeking a Software as a Service (SaaS) remote user testing platform to gather public feedback and insights for developing digital tools and products. The agency requires a platform capable of conducting both moderated and unmoderated usability testing, with specific annual testing volumes of approximately 30 moderated studies (190 participants) and 30 unmoderated studies (210 participants) sourced by the vendor's panel. Additionally, the platform must support 10 moderated and 10 unmoderated studies (60 participants each) that can be sourced by CFPB directly. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) approach, with key requirements including support for desktop and mobile testing, video recording, audio transcription, multilingual testing (especially Spanish), and Section 508 accessibility compliance. Vendors must submit quotes to Michael.Villano@cfpb.gov by December 5, 2024, at 12:00pm ET, with any questions due by December 2, 2024, at 11:00am ET.
The solicitation is not set aside for any specific business category, and the current potential sole source provider is Userlytics Corp. The contract is structured with a base year and three 12-month option years, totaling a potential 48-month duration, beginning December 16, 2024. The place of performance is Washington, DC 20001. While specific award values are not explicitly detailed, the solicitation includes provisions for an Enterprise Plan with 50,000 Panel Credits and 50,000 BYOU (Bring Your Own User) Credits. The contract will include unlimited admin/creator/viewer members, concurrent testing capabilities, help resources, dedicated account management, QA services, and participant recruitment. Notably, the CFPB previously attempted to promote competition by issuing a Request for Quotation (RFQ) to Service-Disabled Veteran-Owned Small Businesses (SDVOSB), HubZone businesses, and subsequently all Small Businesses, but received zero bids.
