About this opportunity
The Department of the Air Force Materiel Command Installation and Mission Support Center seeks an established commercial DVD and Blu-Ray seller to supply two monthly boxed kit plans for remote and isolated Air Force locations, with proposals due September 23, 2026, at 12:00 PM CST, and questions due September 21, 2026, at 12:00 PM CST.
This is full and open competition under NAICS 512120, Motion Picture and Video Distribution, with no set-aside. Place of performance is San Antonio, TX 78236. The contract will be firm-fixed price using Lowest Price Technically Acceptable source selection. Performance runs one 12-month base period (September 30, 2026 through September 29, 2027) plus two 12-month option periods (September 30, 2027 through September 29, 2028, and September 30, 2028 through September 29, 2029).
Kit A comprises at least seven DVD titles shipped monthly to 30 locations, totaling 2,520 units annually. Kit B comprises five additional DVD titles shipped monthly to 15 locations, totaling 900 units annually. All locations receive identical selections each month. The government (DAFL VCL office) selects all titles; the contractor ships within five calendar days of selection. All media must be US-compatible commercial-off-the-shelf products. Shipping is via USPS First Class or Priority Mail to APO addresses; all shipping, packaging, account management, and replacement costs are included in the annual firm-fixed-price CLIN. Defective items are replaced at no additional cost with a return window exceeding 30 days.
The contractor must operate a commercially available, multi-tier web-based platform with unique login credentials for DAF Libraries to review, select, and manage orders. The platform must provide pre-release lists, monthly suggested orders with prefilled carts, detailed publication information, and dedicated customer service support. Test credentials demonstrating available inventory and pricing must be submitted with the proposal. Invoicing occurs annually, not monthly. All offerors must be registered in SAM prior to award; proposed prices must remain firm for 60 calendar days from receipt. Anticipated award is September 28, 2026.
