About this file
This is a Questions and Answers document for a Remote DVD Kits solicitation.
The government requires monthly delivery of DVD and Blu-ray kits to remote Air Force locations. Kit A consists of seven individual titles shipped monthly to each of 30 locations, totaling 2,520 units annually. Kit B consists of five additional titles (different from Kit A) shipped monthly to 15 locations, totaling 900 units annually. Some locations receive both kits. The DAFL VCL office selects all titles and format preferences (DVD or Blu-ray); locations do not make selections. Title selections are made monthly, with all location-specific shipments required to be delivered within five calendar days of government selections. All DVDs and Blu-rays must be US-compatible, and commercial-off-the-shelf products are acceptable. The contractor must provide one master Air Force account with location-level user access through a commercial platform, with test credentials submitted with the proposal for evaluation purposes.
Shipping must occur via USPS, with Media Mail and other traceable commercial methods acceptable as alternatives to First-Class or Priority Mail. Specific shipping addresses and APO routing information will be provided only after contract award for security purposes. The anticipated award date is Monday, September 28, with the base period beginning September 30, 2026. All shipping, packaging, account management, and replacement costs must be included in the annual firm-fixed-price CLIN. Invoicing will be completed once annually, not monthly. No technical processing such as barcodes, RFID tags, security strips, cataloging records, or protective cases is required.

Remote DVD Kits Industry Question Answer Review Portion
For Kit A, should the same minimum seven titles be shipped each month to all 30 locations? All locations will get the same DVDs each month. Each month should be a new set of titles.
For Kit B, should the same five additional titles be shipped each month to all 15 locations, and are those locations also receiving Kit A, for a total of 12 titles per month? Each location will get the same set of DVDs. But the DVDs should be different than kit A. As they are to be additional of what they get in Kit A.
Must each monthly kit contain a particular mix of DVD and Blu-ray formats, or may the library select the preferred format for each title? DAFL VCL office will choose the titles selected. The locations do not choose what they are getting.
Does “Includes option to purchase all titles included in kits” mean the Government may order additional copies beyond the stated 2,520 Kit A and 900 Kit B annual quantities? Should provide with proposal Please confirm whether no technical or physical processing means that barcodes, RFID tags, security strips, cataloging records, and protective cases are not required. No technical process like these are going to locations with no libraries.
Are commercial-off-the-shelf DVDs and Blu-rays treated as compliant under DFARS 252.225-7001 regardless of disc-manufacturing country, or must offerors identify the country of manufacture for each title? All DVDs must be US DVD and Bluray players May suppliers ship directly to the individual locations on Rare7ven’s behalf, provided Rare7ven remains fully responsible as the prime contractor? All kits will be shipped to provided address locations The base period begins September 30, 2026, only seven days after the quotation deadline.
