About this opportunity
The Department of the Interior Bureau of Land Management seeks labor and crews to plant 14,000 sagebrush seedlings across 415 acres at two sites in Powder River County and Big Horn County, Montana, with quotes due July 20, 2026. The procurement is a total small business set-aside, firm fixed price service acquisition.
Place of performance includes the Bales site (320 acres, approximately 10,000 seedlings) in Powder River County and the Tidwell Draw site (95 acres, approximately 4,000 seedlings) in Big Horn County. The project restores habitat for greater sage grouse and big game in areas burned by the 2024 Remington wildfire. Period of performance runs September 30, 2026 through November 15, 2026, with the planting window constrained to late September through early November.
The contractor must provide all labor, tools, equipment, transportation, and supervision. Seedlings will be planted in groups of 30 plants within circular 20-foot-diameter areas, with each planting spot cleared to a 2-foot-diameter vegetation-free area using hand tools such as dibble bars and shovels. The government furnishes seedlings and maps. The contractor must submit a General Work Plan within three days of award, maintain weekly progress updates, submit GPS geospatial data in WGS 1984 decimal degrees format, and complete a field inspection within two weeks of written completion notice.
Questions are due July 13, 2026 at 10 a.m. Mountain Time. All correspondence flows through Contracting Officer Jorge Alvarez at jorge_alvarez@ios.doi.gov. The NAICS code is 115112, Soil Preparation, Planting, and Cultivating; the PSC code is F010, Natural Resources/Conservation—Seedling Production/Transplanting. Evaluation weights Prior Demonstrated Experience significantly more important than price. Labor costs must comply with Service Wage Rate Requirements Statute as documented in separate wage determinations for each county. Quotes must be valid for a minimum of 30 days and submitted in three volumes: Required Documentation, Prior Demonstrated Experience (limited to three projects from the last five years, prioritizing sagebrush planting experience), and Pricing. Contractors must be registered in SAM and payment will be made electronically through the Invoice Processing Platform.
