The procurement is a Total Small Business set-aside under NAICS 238910, Site Preparation Contractors, and PSC F999. Volpe issues the solicitation under an interagency agreement supporting the FAA Facilities Environmental Cleanup Program, and questions are due November 16, 2026 at 1:00 PM ET.
Work is performed at Matawan, New Jersey, with deliverables and administration at Volpe's Cambridge, Massachusetts location. The contractor must excavate approximately 4,800 square feet of impacted soil to 1.5 feet below ground surface, plus one 10-by-10-foot hot spot to 2 feet, with a maximum estimated volume of 300 cubic yards. Contaminated soil must be live-loaded for off-site disposal at government-approved facilities selected by a Licensed Site Remediation Professional. The contractor performs waste characterization sampling and disposal documentation, then restores the site with approved clean fill compacted to original grade. Work must meet the most stringent applicable Federal, State, and local requirements.
The draft Remediation and Restoration Work Plan is due within ten business days of kick-off and must include the technical approach, schedule, Site Safety and Health Plan, and Risk Management Plan. The government has five business days to review, and the contractor has five business days to submit the final plan. The site close-out email and all disposal manifests are due within ten business days of demobilization or five business days after receipt of disposal paperwork. Performance runs from notice to proceed through May 31, 2027, Monday through Friday, 8:00 a.m. to 4:30 p.m., excluding federal holidays. All travel costs must be included in the fixed price. The solicitation is a single job under CLIN 00100, which the table of contents describes as fully funded at award. The source states no dollar value.
Evaluation is best value, with price weighted most heavily, followed by schedule, technical explanation, and past performance in descending order of importance. Submissions go by email to roland.regan@dot.gov and must include the SAM UEI on the cover page, completed SF-1449 forms, pricing backup, a two-page technical narrative per CLIN, schedule information, and past performance documentation. Offerors must provide representations on Buy American, Iran and Sudan sanctions, and covered telecommunications equipment, with disclosure within 72 hours of discovering any non-compliant product or service. Applicable Service Contract Act wage determination rates cover Monmouth and Ocean counties (Revision 34, effective August 12, 2026). Roland Regan is the Contracting Officer, and Michelle Heimgartner is the Contracting Officer's Representative.
Notice text
Under an Interagency Agreement, the U.S. Department of Transportation John A. Volpe National Transportation Systems Center (Volpe Center) is providing support to the Federal Aviation Administration (FAA) Facilities Environmental Cleanup (ECU) Program. As part of this effort, a Remedial Action (RA) will be conducted at one facility in the FAA Eastern Service Area (ESA) to remove identified soil contamination.
The site requiring remediation for lead- and polychlorinated biphenyl (PCB)-contaminated soils is QPI RCAG – Matawan, NJ (40.370895°, -74.220954°). The FAA’s ECU Program has identified the potential for environmental and human health risks and/or liability associated with the facility above based on prior research, known historic operations and practices, and required cleanup actions. The Contractor shall conduct all work in accordance with Federal, State, and local requirements. Where inconsistencies exist, the Contractor shall follow the most stringent requirement. The Contractor shall submit a draft Remediation and Restoration work plan (Work Plan) (where applicable) within ten (10) business days of the project kick-off meeting that addresses the project requirements below. This task involves the preparation and submission of a draft and final Work Plan. The Work Plan shall detail the technical approach and schedule for conducting all contaminated soil remediation, disposal, and site restoration activities described below. To assist with preparation of the Work Plan, the contractor shall thoroughly review the Government-furnished information (GFI) for pertinent information. The removal quantities and depths in the Preliminary Assessment/Site Investigation and Remedial Investigation reports (if provided) are to be used as a guide along with the estimated total quantities listed in this SOW Section 2.2.2. The Work Plan shall describe methods and procedures for performing soil remediation, disposal, and restoration. Disposal methods must be detailed by the contractor for the site. FAA has consulted a Licensed Site Remediation Professional (LSRP), and the LSRP will select and approve all disposal facilities where waste and debris is to be shipped. Disposal sampling and paperwork is the responsibility of the contractor. Confirmatory sampling has already been conducted at the site. Additionally, the work plan shall also identify any required permits needed to perform the work.
Additional components required with the Work Plan are the Site Safety and Health Plan (SSHP), which shall include personnel health and safety precautions to be followed. The work plan shall also include a brief Risk Management Plan that identifies major risks and hazards on each site and discusses ways to minimize these risks. An outline summarizing the required content of the work plan is Technical Approach (Method and procedures for soil remediation, removal, disposal a. Identification of required work permits and b. Site Safety Health Plan (SSHP). Risk Management Plan a. Identification of major risks and b.Risk mitigation plan. The contractor should expect a 5-business day Volpe Center review period between submission of the Draft Work Plan and receipt of Volpe Center comments. The Volpe Center and the Contractor shall meet to discuss any comments and changes, if necessary. The contractor shall make the changes and submit a Final Work Plan within 5 business days of the receipt of comments. Contaminated Soil Remediation: Preliminary Assessment/Site Investigation (PA/SI) and Remedial Investigation (RI) activities completed between 2020 and 2025 found soils at the below site containing contamination above FAA’s action levels, which are based on U.S. Environmental Protection Agency (EPA) and/or New Jersey Residential Soil Remediation Standards. Examples include lead-in-soil concentrations above 200 mg/kg (ppm) or PCB-in-soil concentrations above 0.25 mg/kg.
