This is a Request for Quote (RFQ) for remediation and restoration activities at a Federal Aviation Administration (FAA) facility. The Volpe National Transportation Systems Center, under an interagency agreement, is seeking contractor services to conduct a Remedial Action at the QPI RCAG facility in Matawan, New Jersey to remove lead- and polychlorinated biphenyl (PCB)-contaminated soils.

The contractor must prepare and submit a draft Remediation and Restoration Work Plan within ten business days of project kick-off, including technical approach, schedule, Site Safety and Health Plan, and Risk Management Plan. The work plan requires a five-business-day government review period, after which the contractor has five business days to submit the final plan incorporating comments. Primary remediation activities involve excavating approximately 4,800 square feet of contaminated soil to 1.5 feet below ground surface (with one 10-by-10-foot hot spot to 2 feet depth), with a maximum estimated volume of 300 cubic yards. Contaminated soil must be live-loaded onto trucks for off-site disposal at government-approved facilities selected by a Licensed Site Remediation Professional. The contractor is responsible for waste characterization sampling and disposal documentation. Following excavation, the site must be restored with approved clean fill material compacted to original grade. The contractor must submit a site close-out email and all disposal manifests within ten business days of site demobilization or five business days after receipt of disposal paperwork. The period of performance extends from notice to proceed through May 31, 2027, with work conducted Monday through Friday, 8:00 a.m. to 4:30 p.m., excluding federal holidays. STATEMENT OF WORK

1.0 INTRODUCTION

Under an Interagency Agreement, the U.S. Department of Transportation John A. Volpe National Transportation Systems Center (Volpe Center) is providing support to the Federal Aviation Administration (FAA) Facilities Environmental Cleanup (ECU) Program. As part of this effort, a Remedial Action (RA) will be conducted at one facility in the FAA Eastern Service Area (ESA) to remove identified soil contamination.

1.1 SITE FOR CONTAMINATED SOIL REMEDIATION

The site requiring remediation for lead- and polychlorinated biphenyl (PCB)-contaminated soils is listed below:

1. QPI RCAG – Matawan, NJ (40.370895°, -74.220954°)

2.0 SITE ACTIVITIES

2.1 BACKGROUND

The FAA’s ECU Program has identified the potential for environmental and human health risks and/or liability associated with the facility above based on prior research, known historic operations and practices, and required cleanup actions.

2.2 TASKS TO BE PERFORMED

The Contractor shall conduct all work in accordance with Federal, State, and local requirements.

Where inconsistencies exist, the Contractor shall follow the most stringent requirement.

2.2.1 Remediation and Restoration Work Plan

The Contractor shall submit a draft Remediation and Restoration work plan (Work Plan) (where applicable) within ten (10) business days of the project kick-off meeting that addresses the project requirements below.

This task involves the preparation and submission of a draft and final Work Plan. The Work Plan shall detail the technical approach and schedule for conducting all contaminated soil remediation, disposal, and site restoration activities described below. To assist with preparation of the Work Plan, the contractor shall thoroughly review the Government-furnished information (GFI) for pertinent information. The removal quantities and depths in the Preliminary Assessment/Site Investigation and Remedial Investigation reports (if provided) are to be used as a guide along with the estimated total quantities listed in this SOW Section 2.2.2.

The Work Plan shall describe methods and procedures for performing soil remediation, disposal, and restoration. Disposal methods must be detailed by the contractor for the site. FAA has consulted a Licensed Site Remediation Professional (LSRP), and the LSRP will select and approve all disposal facilities where waste and debris is to be shipped. Disposal sampling and paperwork is the responsibility of the contractor. Confirmatory sampling has already been conducted at the site.

Additionally, the work plan shall also identify any required permits needed to perform the work.

Additional components required with the Work Plan are the Site Safety and Health Plan (SSHP), which shall include personnel health and safety precautions to be followed. The work plan shall also include a brief Risk Management Plan that identifies major risks and hazards on each site and discusses ways to minimize these risks.

An outline summarizing the required content of the work plan is shown below:

1.) Technical Approach

a. Method and procedures for soil remediation, removal, disposal (all as required above in section 1.1), and restoration

b. Identification of required work permits

2.) Site Safety Health Plan (SSHP) 3.) Risk Management Plan

a. Identification of major risks

b. Risk mitigation plan

The contractor should expect a 5-business day Volpe Center review period between submission of the Draft Work Plan and receipt of Volpe Center comments. The Volpe Center and the Contractor shall meet to discuss any comments and changes, if necessary. The contractor shall make the changes and submit a Final Work Plan within 5 business days of the receipt of comments.

2.2.2 Contaminated Soil Remediation

Preliminary Assessment/Site Investigation (PA/SI) and Remedial Investigation (RI) activities completed between 2020 and 2025 found soils at the below site containing contamination above FAA’s action levels, which are based on U.S. Environmental Protection Agency (EPA) and/or New Jersey Residential Soil Remediation Standards. Examples include lead-in-soil concentrations above 200 mg/kg (ppm) or PCB-in-soil concentrations above 0.25 mg/kg.

CLIN 0100 – QPI RCAG

The QPI RCAG (Matawan, NJ) PA/SI found twelve soil samples that exceeded FAA’s action level for lead of 200 mg/kg, and one sample which exceeded FAA’s action level for PCBs of 0.25 mg/kg.

The QPI RCAG RI found 20 additional samples that exceeded the FAA action level for lead and no additional samples that exceeded the FAA action level for PCBs.

*Sample 09 (equipment shelter – east dripline) was the only sample which had a total PCB concentration exceeding 0.25 mg/kg, with a PCB concentration of 0.88 mg/kg.

Specific sample locations can be found in the GFI: Preliminary Assessment / Site Investigation Report, Matawan, NJ, QPI Remote Communications Air/Ground (RCAG) (Parsons) and Matawan RCAG Site, Remedial Investigation Report & Remedial Action Workplan (AKRF). Because confirmation samples have already been taken, the excavation must follow Figure 8 as shown below and as included in the Remedial Action Workplan. If the contractor wishes to adjust the remediation borders and take additional soil because it simplifies the work, they should discuss and get approval from the COR prior to doing so. Soils should be removed from an area of approximately 4,800 ft2 to a depth of 1.5 ft below ground surface (bgs), with one 10 ft x 10 ft “hot spot” at the northwest side of the equipment building that should be excavated to 2 ft bgs. For estimating purposes, a maximum remediation volume of 300 cubic yards may be used.

The soil shall be live loaded onto dump trucks for immediate off-site disposal unless otherwise approved by the Volpe COR.

2.2.3 Confirmation and Characterization Sampling

Confirmation samples have already been taken, and no additional confirmation samples are required. The disposal facility information must be sent to the LSRP for their approval prior to the start of any work. Once the LSRP approves a waste disposal facility, the contractor will be responsible for collecting the waste characterization samples in accordance with the waste disposal facility’s specifications.

2.2.4 Restoration of Disturbed Areas

Prior to the start of any site-work, the contractor shall identify New Jersey clean fill which shall consist of material that meets all soil remediation standards, does not contain extraneous debris or solid waste, and does not contain free liquids. The selected fill material shall be reviewed and approved by the LSRP prior to import to the site.

After the completion of all remediation and removal activities the contractor shall fill with the approved clean material to match existing, level, and compact the property to restore it to original grade.

2.2.5 Site Close-out

The contractor shall provide a brief email detailing the activities related to the remedial action including, but not limited to, date of remedial action, location of remedial action, final quantity of soil removed from the site, final quantity of clean fill brought into the site, and the disposal method and location for the soil. They shall also submit copies of all waste manifests and other disposal paperwork documenting quantities and the proper disposal or recycling of materials.
