About this opportunity
The National Park Service is conducting market research through a Sources Sought Notice for rehabilitation of water and wastewater infrastructure at Curecanti National Recreation Area in Colorado, with responses due by July 30, 2026, at 12:00 PM Mountain Time; a competitive Invitation for Bids is anticipated in September 2026. No set-aside is anticipated.
Place of performance is primarily at Elk Creek and Lake Fork areas within Curecanti National Recreation Area, with additional SCADA improvements at Iola. The park will remain open during construction, requiring contractors to minimize visitor impact and implement protective measures. Work includes replacing and rehabilitating aging water, wastewater, electrical, mechanical, and SCADA infrastructure; new and replacement utility piping; lift station improvements; septic and lagoon system work; generator connections; controls and telemetry upgrades; and associated site restoration and pavement repair.
The government seeks information on specialized technical capabilities, including horizontal directional drilling for large-scale HDPE water-distribution systems in remote rocky terrain, and phasing and operational continuity experience for utility construction within active public facilities. Respondents must demonstrate prime federal construction contract experience, local Colorado licensing and permitting compliance capabilities, and bonding capacity. SBA certifications (EDWOSB, HUBZone, IEE, ISBEE, Native American, SDVOSB, VOSB, WOSB) should be identified if applicable.
The anticipated period of performance is approximately 365 to 625 calendar days with potential weather shutdowns and mandatory seasonal closures, with project completion targeted for October 2027. Bid, Performance, and Payment Bonds are anticipated to be required. A single Firm-Fixed-Price contract will be awarded. The applicable NAICS code is 237110 (Water and Sewer Line and Related Structures Construction).
Interested contractors must submit the Sources Sought Survey Questionnaire to Daryl Hawkins (Daryl_Hawkins@ios.doi.gov) and Vicki Freese-Supler (vicki_freese-supler@ios.doi.gov).
