About this opportunity

The U.S. Forest Service Region 3 is soliciting proposals for a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for fuels treatment, wildfire hazard reduction, and vegetation management services. The contract encompasses manual and mechanical vegetation manipulation, burn unit preparation, stand improvement, and related forestry activities designed to reduce fuel loadings and minimize wildfire risk. Evaluation will follow a Best Value Continuum approach, with non-price factors—specifically Technical Capability and Past Performance—weighted more heavily than price considerations. Offerors must submit four volumes including a signed Standard Form 1449, a Schedule of Items with pricing for all 14 line items, a 15-page Technical Capability proposal, and a 10-page Past Performance proposal. Questions regarding the solicitation (127EAV26R0001) are due no later than November 10, 2025, and proposals must be submitted via email to SM.R3.FPO.FUELSMGTIDIQ@USDA.GOV by 5:00 PM Pacific Time on December 5, 2025.

This solicitation is designated as a Total Small Business set-aside, restricting competition to small business entities only. The contract period extends for five years, beginning February 2, 2026, and continuing through February 1, 2031, consisting of a base period of one year plus four one-year option periods. Work will be performed across seven Arizona National Forests (Apache, Coronado, Tonto, Sitgreaves, Coconino, Prescott, and Kaibab), five New Mexico National Forests (Carson, Cibola, Gila, Lincoln, and Santa Fe), and three National Grasslands (Rita Blanca, Kiowa, and Black Kettle). The contract involves 14 distinct task line items with firm-fixed pricing, with specific project details, terrain specifications, and prescriptions to be provided through individual task orders. No specific incumbent contractor is identified in the solicitation materials, and no budget range is disclosed in the available documentation.
