About this opportunity
The United States Coast Guard (USCG) Aviation Logistics Center is seeking the refurbishment and conversion of four MX-4 Electric Tow Tractors to Model MZ through a sole-source solicitation targeting Charlatte of America, Inc. The procurement is structured as a Request for Quotation (RFQ) under Federal Acquisition Regulation (FAR) guidelines, with the goal of modifying existing electric tow tractors by installing a new Charlotte drive axel, Curtis Traction Inverter Module, and replacing multiple components. The solicitation follows a combined synopsis/solicitation format, with quotations due by 9 April 2025 at 4:30 p.m. Eastern Time, and an anticipated award date of 10 April 2025. Evaluation will be based on the contractor's ability to meet technical specifications outlined in the Statement of Work, with a focus on Charlatte's exclusive technical capabilities and proprietary service rights. The solicitation allows email submissions directly to Geneva.K.James@uscg.mil, with the requirement that respondents include the solicitation number 70Z03825QE0000019 in the subject line.
The contract is an unrestricted requirement under NAICS code 811114 for specialized automotive repair, with a small business size standard of $9 million in average annual receipts. The procurement includes a firm-fixed price purchase order with a required delivery timeline of 150 days after receipt of order, and an optional addendum allowing the USCG to potentially order one additional tractor for refurbishment within one year of the award. The place of performance is within the United States, with Charlatte of America, Inc. identified as the only known source capable of completing the required services. The contract includes a one-year warranty on workmanship and installed components, with the contractor responsible for shipping and preservation of the refurbished equipment. The total quantity of tractors covered includes four primary units, with the potential for one additional unit to be processed under the same terms and conditions, representing a targeted, specialized maintenance and conversion project for the Coast Guard's aviation logistics infrastructure.
