About this opportunity
The Department of the Army National Guard seeks a comprehensive industrial-grade mobile tool cabinet and tool complement for the 126th Air Refueling Wing at Scott Air Force Base, with quotes due August 24. The procurement carries a Total Small Business set-aside, with a 750-employee size standard under NAICS 332216.
Place of performance is Scott AFB, South Drive, Scott, Illinois. The requirement comprises four Contract Line Items: a heavy-duty mobile tool cabinet (Snap-On or similar) with dimensions of 70–75 inches wide, 28–30 inches deep, and 44–48 inches high; approximately 578 professional-grade tools in SAE and metric sizes; custom high-contrast shadow foam inserts precision-cut for all drawers; and laser etching of unique alphanumeric identifiers on the cabinet and all tools. The cabinet must feature full-extension ball-bearing drawer slides, a lockable security system, and a heavy-duty stainless-steel top in a dark color (blue preferred). The toolkit includes over 150 sockets across 1/4", 3/8", and 1/2" drive sizes, ratchets with 72-tooth (1/4" drive) and 80-tooth mechanisms (3/8" and 1/2" drive), impact and Torx sockets, wrenches in combination, flare nut, box, and ratcheting configurations, pliers, screwdrivers, hammers, punches, chisels, pry bars, hex wrench sets, and specialty tools such as battery terminal pullers. All tools must carry lifetime warranties and meet professional-grade corrosion and chemical resistance standards. Evaluation uses a best-value approach with three equally weighted factors: Technical Capability and Past Performance (combined 50 percent) and Price (50 percent). Vendors proposing "or similar" solutions must provide detailed technical literature and cross-reference matrices demonstrating equivalency. Optional tool layout drawings showing workflow-oriented grouping will receive higher technical ratings. The Government intends to award without discussions but reserves the right to conduct them if necessary. Prices must remain firm for 60 calendar days from receipt. Quotes submit electronically to 126.ARW.MSC@us.af.mil.
