About this file
This is a Request for Quotation (RFQ) issued by the Department of War for the 126th Air Refueling Wing to acquire a comprehensive mobile tool storage solution. The solicitation number is W50S7S26Q0011, issued August 5, 2026, with quotes submitted electronically to 126.ARW.MSC@us.af.mil. The NAICS code is 332216 with a 750-employee small business size standard. The acquisition consists of four Contract Line Items (CLINs): CLIN 0001 for a heavy-duty, industrial-grade mobile tool cabinet (Snap-On or similar); CLIN 0002 for approximately 578 professional-grade tools in both SAE and metric sizes; CLIN 0003 for custom high-contrast shadow foam inserts precision-cut for all drawers; and CLIN 0004 for laser etching of unique alphanumeric identifiers on the cabinet (9-digit) and all tools and components (shared 6-digit identifier). All items must meet exact specifications including cabinet dimensions of 70-75 inches wide, 28-30 inches deep, and 44-48 inches high, full-extension ball-bearing drawer slides, lockable security system, and heavy-duty stainless-steel top in a dark color (blue preferred).
Quotes are evaluated using a best-value approach with three equally weighted factors: Technical Capability (50 percent combined with Past Performance), Past Performance (50 percent combined with Technical Capability), and Price. Vendors must submit pricing for each CLIN, detailed technical specifications including manufacturer/brand names, country of origin, load capacities, and confirmation of specification compliance. Vendors proposing "or similar" solutions must provide detailed technical literature and cross-reference matrices demonstrating equivalency. Optional tool layout drawings showing logical, workflow-oriented grouping are encouraged and will receive higher technical ratings. The Government intends to award without discussions, though it reserves the right to conduct discussions if necessary. Offerors must hold prices firm for 60 calendar days from the receipt deadline. The solicitation incorporates numerous FAR and DFARS provisions and clauses including Buy American, Combatting Trafficking in Persons, DEI Discrimination prohibitions, and Xinjiang Uyghur Autonomous Region procurement restrictions. All tools must carry lifetime warranties and meet professional-grade corrosion and chemical resistance standards. Identifier codes for laser etching will be provided upon award.

(c) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition.
However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.
(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.

(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.
(End of provision)
RFO 52.212-2 Evaluation - Commercial Products and Commercial Services (DEVIATION)
(a) The Government will issue a purchase order to the responsible vendor whose quote, conforming to the solicitation, is determined to represent the best value to the Government. The following factors shall be used to evaluate quotes for the purpose of awarding a contract:
Factor 1: Technical Capability Factor 2: Past Performance Factor 3: Price
Technical Capability and Past Performance, when combined, are approximately equal to Price. As technical capability and past performance differences between quotes shrink, price will become more important in the award decision. The Government reserves the right to select other than the lowest-priced quote if the superior technical capability or past performance record of a higher-priced quote justifies the additional cost.
(b) Evaluation Methodology:
Factor 1: Technical Capability / Experience. The Government will evaluate the vendor's proposed products for their ability to meet or exceed the Government's minimum requirements as defined in the Salient Characteristics and the Itemized Tool List (Attachment 1). The evaluation will be based on a review of the vendor’s submitted technical data, including:
• The proposed brand names and specifications for the tool cabinet and tool complement.
• The load capacities of the cabinet and drawers.
• The quality and precision of the proposed foam cutting and laser etching processes.
• The logic and efficiency of the proposed tool layout, if an optional layout drawing is provided. A demonstrably superior layout that enhances workflow and FOD prevention will receive a higher technical rating.
Factor 2: Past Performance. The Government will evaluate the vendor's past performance on recent and relevant projects. The Government may utilize CPARS, SPRS, or other public and government records to conduct this evaluation.
Factor 3: Price. The Government will evaluate the proposed price for fairness and reasonableness.
