About this opportunity

The Defense Health Agency Contracting Activity, Western Markets Contracting Division, intends to award a firm fixed price purchase order for specimen analytical testing and reference laboratory testing services to Diagnostic Laboratory Services, Inc., with a capability statement submission deadline of August 31, 2026 at 1:00 PM Pacific Time. This is a notice of intent to sole source under FAR 12.201-1 simplified procedures, not a competitive solicitation.

Place of performance is Agana Heights, Guam, supporting the Laboratory Department at US Naval Hospital Guam. The incumbent contractor is Diagnostic Laboratory Services, Inc. (CAGE 08ZF6, Aiea, Hawaii). DLS will provide comprehensive diagnostic testing including blood tests, genetic testing, and microbiology services with high-volume processing capability and rapid turnaround times. The Government justifies sole source award based on DLS's unique capability to meet stringent technical standards and certifications including CLIA and CAP accreditation required for high-volume testing, and on Guam's remote location which constrains access to alternative external laboratory facilities.

Base period of performance runs from October 19, 2026 through October 18, 2027, with four one-year options extending through October 18, 2031. The NAICS code is 541380, Testing Laboratories and Services; PSC is Q301, Reference Laboratory Testing.

Interested sources may submit capability statements not exceeding eight pages (8.5 x 11 inch format, minimum 10-point font) demonstrating management capability, technical data, and cost information to challenge the sole source determination. The Government retains sole discretion to either conduct a competitive procurement or proceed with sole source award based on responses received. Submissions should be sent to Jocelyn.t.layson-castillo.civ@health.mil.
