About this file

This is a Notice of Intent to Sole Source a firm fixed price purchase order for specimen analytical testing and reference laboratory testing services at US Naval Hospital Guam. The Defense Health Agency Contracting Activity, Western Markets Contracting Division in San Diego, California intends to award the contract to Diagnostic Laboratory Services, Inc. (CAGE 08ZF6, located in Aiea, Hawaii) under FAR 12.201-1 simplified procedures. The base period of performance runs from October 19, 2026 through October 18, 2027, with four one-year options extending through October 18, 2031. DLS will provide comprehensive diagnostic testing including blood tests, genetic testing, and microbiology services with high-volume processing capability and rapid turnaround times.

The Government justifies sole source award based on DLS's unique capability to meet stringent technical standards and certifications including CLIA and CAP accreditation required for high-volume testing, as well as the remote location of Guam which constrains access to alternative external laboratory facilities. Interested sources may submit capability statements not exceeding eight pages (8.5 x 11 inch format, minimum 10-point font) that demonstrate management capability, technical data, and cost information to challenge the sole source determination. The capability statement submission deadline and challenge period close at 1:00 PM Pacific Time on August 31, 2026, with submissions sent to Jocelyn.t.layson-castillo.civ@health.mil. The Government retains sole discretion to either conduct a competitive procurement or proceed with the sole source award based on responses received.
