About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 is requesting quotes for reference laboratory testing services to support the Glasgow Community Based Outpatient Clinic in Glasgow, Montana. The contractor must provide specimen collection and clinical diagnostic laboratory testing services on a cost-per-test basis as backup support when VA staff are unavailable or when providers require immediate results. Qualified offerors must be approved under Medicare and Medicaid regulations, hold full and unrestricted state licensure, and maintain accreditation from the College of American Pathologists (CAP), Clinical Laboratory Improvement Amendments (CLIA), or Joint Commission (JC). The evaluation will be based on three factors: Technical Data (Pass/Fail assessment of Statement of Work compliance and CLIA certification), Past Performance (three relevant references from the last three years), and Price (reasonableness analysis). The original deadline for questions was January 21, 2026 at 10:00 a.m. Mountain Time with answers posted the same business day, and the final deadline for Request for Quotes submission is February 4, 2026 at 2:00 p.m. Mountain Time.
This is an unrestricted procurement with no small business set-aside, and the incumbent contractor is Frances Mahon Deaconess Hospital. The estimated ceiling value is $200,000 with individual order limits of $50,000, covering a five-year contract period from February 10, 2026 through February 9, 2031 (base year plus four one-year ordering periods). The contractor must provide approximately 95 comprehensive tests including blood work, urinalysis, and culture and sensitivity testing, with services available Monday through Friday from 8:30 a.m. to 4:30 p.m., excluding federal holidays, on an as-needed basis with no guaranteed volume. All invoices must be submitted monthly in arrears to the VA Financial Services Center through TUNGSTEN e-Invoice, and the contractor must provide a point of contact before the contract start date. The place of performance is St Marie, Montana 59230, and proposals should be submitted electronically to Edward.Emerson@va.gov and Ernest.Appiah@va.gov.
