About this opportunity
The FDA's Center for Tobacco Products is soliciting quotes for comprehensive maintenance services of an existing Rees Centron Presidio monitoring system located at their Office of Pharmaceutical Quality and Research facility. The procurement seeks a contractor to provide all necessary hardware, software, installation, and maintenance services for an 84-sensor wired networked temperature monitoring system, including 57 TPT thermistors, 26 linear transducers reading in %RH, and 1 dry sensor for third-party system alarm registration. Key requirements include remote technical support Monday through Friday during business hours (9AM-5PM ET), on-site troubleshooting within 3 business days when remote support fails, annual preventative maintenance visits, and in-situ calibration of all sensors with ISO 17025 certification. All replacement parts must be genuine OEM or carry OEM documentation of support, and any sensor replacements must include factory 3-point calibration certificates with ISO17025 accreditation. Responses are due September 10, 2025, at 10:00 AM Eastern time, with the primary point of contact being Pamela Lee at the FDA.
This solicitation does not utilize any set-aside designation and is classified under NAICS code 811310 for commercial and industrial machinery repair and maintenance. The contract structure includes a base year running from September 17, 2025, to September 16, 2026, with four additional one-year option periods that could extend the agreement through September 16, 2030, creating a potential five-year total contract duration. The procurement is structured as a firm-fixed price order targeting commercial items, with the contractor responsible for all costs related to parts, software, labor, and travel for both corrective and preventative maintenance activities. Performance will take place at the FDA facility in St. Louis, Missouri 63110, where the existing Rees Centron monitoring system is currently installed and operational. The solicitation also includes provisions for potential sensor expansion during the contract period, indicating the system may grow beyond the current 84-sensor configuration.
