About this opportunity

The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG), on behalf of the U.S. Army Redstone Test Center, a subordinate activity of the U.S. Army Test and Evaluation Command, is conducting market research via sources sought and Request for Information to identify vendors capable of leasing and operating U.S.-flagged, U.S.-crewed vessels for the MOSAIC program, with RFI responses due October 15, 2026.

The acquisition is unclassified and carries a DO-A2 Defense Priorities and Allocations System rating. MOSAIC is a critical telemetry data collection and flight safety asset supporting hypersonic and long-range missile defense testing during Broad Ocean Area (BOA) missions. The Contractor shall furnish, crew, operate, and maintain up to three vessels to transport MOSAIC containers, equipment, and authorized personnel. Period of performance is up to 36 months from award, with majority of work performed in remote Pacific Ocean areas; vessel activation occurs only via written Contracting Officer direction through task or delivery orders.

Minimum vessel requirements include length of 200 to 400 feet overall, capability for safe operation in Sea State 5 with 10–12 knots cruising speed, Dynamic Positioning (DP 1 or higher), clear deck space of at least 36 feet wide by 120 feet long, minimum deck loading capacity of 150 short tons, redundant 90 kW generator power, integrated container securing systems with cranes (minimum 20-ton safe working load), current U.S. Coast Guard documentation with coastwise endorsements, active classification society status, and U.S. crew with required credentials and medical certifications. The contract is performance-based, structured as a commercial service contract, with performance standards including 100% vessel compliance, 95% mission availability, 100% cargo accountability, and zero unreported safety or environmental noncompliance.

Primary NAICS codes are 483113 (Coastal and Great Lakes Freight Transportation) and 488330 (Navigational Services to Shipping). RFI submissions must be received by October 15, 2026, 4:00 p.m. Central Time via email to Noah R. Lane (Contract Specialist) and Todd M. Strasavich (Contracting Officer).

Notice text

The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG), on behalf of the U.S. Army Redstone Test Center (RTC), a subordinate activity of the U.S. Army Test and Evaluation Command (ATEC), is issuing this Sources Sought / Request for Information notice as a means of conducting market research to identify potential sources that can provide the charter (lease) of shipping vessels to furnish transportation services for the Modular Open System Architecture Instrumentation Containers (MOSAIC) program during Broad Ocean Area (BOA) test missions.

MOSAIC is a critical telemetry data collection and flight safety asset for the hypersonic and long-range missile defense test mission. There is a current and ever-growing capacity shortfall for transportable telemetry / flight safety system (TM/FSS) instrumentation. For MOSAIC to support flight safety missions, the system must be flight-safety certified.
