1. Purpose and scope (Back to TOC)
The Contractor shall furnish, crew, operate, and maintain up to three U.S.-flagged vessels to provide transportation services for Federal Government’s Modular Open System Architecture Instrumentation Containers (MOSAIC) program containers, associated equipment, and authorized personnel in support of Broad Ocean Area (BOA) test missions for hypersonic and long-range missile defense. The core service is safe, timely, secure receipt, stowage, carriage, in-transit care, delivery, and offload of Government-designated cargo between the ports and mission areas identified in written tasking. When required by a task order, the vessel shall remain on station or otherwise support the
BOA mission as a maritime platform while MOSAIC instrumentation collects telemetry data and provides flight safety assets.
The Contractor provides maritime transportation capacity and vessel services. The Government retains responsibility for MOSAIC container design and operation, technical configuration, test conduct, data, and flight safety decisions.
The Contractor shall not operate Government mission systems unless separately authorized in writing. The acquisition is intended as a performance-based service requirement consistent with FAR Subpart 37.6. Contract line items, price structure, options, inspection and acceptance, and applicable clauses shall be established in the solicitation and award.
2. Applicable requirements and order of precedence (Back to TOC)
The Contractor shall comply with applicable U.S. federal, state, port, and flag-state requirements, and applicable international instruments as implemented by the United States, including Safety of Life at Sea (SOLAS) and Maritime
Pollution (MARPOL), together with Coast Guard requirements and the vessel’s certificates and operating limitations. If requirements conflict, the Contractor shall notify the Contracting Officer (KO) promptly; the KO will provide direction.
Nothing in this SOW authorizes a violation of law or a vessel certificate condition.
• Federal Acquisition Regulation (FAR), including FAR Parts 11, 12 (when applicable), 37, 42, and 46; agency supplements and solicitation clauses incorporated into the award.
• U.S. vessel documentation, inspection, manning, and safety requirements applicable to each vessel and voyage, including relevant provisions of Titles 46 and 33, United States Code (U.S.C.) and Code of Federal Regulations
(CFR).
• Coastwise trade requirements, including 46 U.S.C. Chapter 551, when a voyage or transportation is subject to the coastwise laws. Before award and before each relevant voyage, the Government will identify the anticipated routes and the KO, with agency maritime counsel as needed, will determine the applicable coastwise endorsement and cargo/transportation requirements.
• SOLAS, 1974, as amended, and MARPOL, as amended, to the extent applicable to vessel, service, route, and flag-state requirements.
• The vessel’s current Certificate of Documentation, Certificate of Inspection (if applicable), load line and safety/environmental certificates, and any restrictions or conditions imposed by the U.S. Coast Guard or recognized classification society.
The contract, including the order of precedence clause incorporated in the award, controls over this SOW in case of inconsistency. The KO is the only official authorized to change contract requirements.
3. Period and activation (Back to TOC)
The total period of performance, including options, shall not exceed three years (36 months). The Government may activate one, two, or three vessels, and may activate vessels at different times, only through written task orders, delivery orders, or other contract-authorized written direction issued by the KO. The Contractor shall not incur costs for an unactivated vessel unless expressly authorized in the contract. Each tasking document shall define the mission window, operating area, port(s), required configuration, crew complement, embarkation, and acceptance criteria.
The Contractor shall maintain the ability to provide each offered vessel within the response/availability time proposed and accepted in the contract. The solicitation shall state the required mobilization lead time; absent a stated value, offerors shall propose a firm number of calendar days from activation notice to mission-ready status for Government evaluation.

5.1 Transportation of MOSAIC containers and equipment (Back to TOC)
For each tasking, the Contractor shall receive Government-designated MOSAIC containers, equipment, and authorized personnel at the stated origin; verify counts and visible condition against the Government shipping manifest; plan and execute safe stowage, securing, and carriage; maintain custody and protect cargo from loss, damage, weather, unauthorized access, and avoidable environmental exposure; provide status updates while underway; and deliver and offload cargo at the designated destination or mission location. The Government will provide cargo dimensions, gross and point weights, lifting points, center of gravity where available, handling restrictions, hazardous-material declarations, environmental limits, security markings, delivery sequence, and required interfaces by the planning deadline in the task order.
Before loading, the Contractor shall provide a vessel-specific cargo stowage and securing plan showing deck positions, clearances, load distribution, point-load limitations, tie-down method, access routes, stability and trim considerations, lifting/handling method, and any conflicts with the required clear-deck footprint. Government review does not transfer responsibility for safe stowage or vessel stability from the Contractor. No cargo shall be loaded beyond approved deck or vessel limits. The task order shall identify whether the Contractor or Government furnishes lifting gear, forklifts, rigging, and cargo-handling labor.
The Contractor shall maintain chain-of-custody records from receipt through delivery, including handoff names, date/time, seal or identifier numbers when provided, counts, visible condition exceptions, stowage location, and custody transfers. Exceptions or damage shall be documented jointly when practicable and reported immediately to the Contracting Officer Representative (COR) and KO. Cargo shall not be opened, altered, or moved to another vessel or storage location without Government authorization, except as necessary to address an immediate safety emergency.
5.2 Vessel operations and BOA mission support (Back to TOC)
The Contractor shall furnish a seaworthy vessel, qualified master and crew, fuel, routine maintenance, navigation, communications, hotel services, and ordinary vessel consumables needed for ordered transportation and mission periods, except Government-furnished items identified in the tasking document. When tasked, the vessel shall proceed to the designated BOA area, hold station or maneuver within its approved operating envelope, and provide safe deck access, accommodation, and ordinary vessel support for Government mission personnel. The master retains authority over safe navigation and vessel safety. Government mission directions shall be coordinated through the KO or delegated COR and shall not relieve the master of statutory duties.
5.3 MOSAIC mission equipment interfaces (Back to TOC)
When directed by task order, the Contractor shall provide deck access and safe staging for Government personnel, approved securing points, equipment access routes, and specified power or environmental interfaces. The Contractor shall cooperate with Government loading, positioning, checkout, operation, and removal of MOSAIC containers and associated equipment. Unless separately authorized, Contractor personnel shall not operate, alter, connect to, access, or transmit data from MOSAIC systems. The Government will identify container interfaces and technical constraints sufficiently in advance for safe compatibility review.
5.4 Medical and emergency response (Back to TOC)
Before mobilization, the Contractor shall submit a medical support plan identifying onboard licensed/qualified medical personnel, scope and hours of coverage, medical space and equipment, telemedicine provider/connectivity, emergency communications, evacuation coordination, and procedures for injury, illness, and mass-casualty response.
Telemedicine shall be available at all times during mission operations, subject to documented satellite/network outages; outages shall be reported immediately with contingency communications activated. The plan shall preserve patient privacy and comply with applicable law.
5.5 Operating constraints (Back to TOC)
• No cargo movement or mission sailing without written Government tasking, required vessel/crew documents, approved cargo/stowage plan, completed readiness review, and agreed risk controls.
• Operations remain subject to weather, sea state, vessel operating limits, master’s safety authority, port/route restrictions, and Government range/test safety rules provided in the task order.
• Contractor shall promptly report casualty, loss of propulsion or DP capability, safety-critical defect, pollution incident, class or certificate restriction, medical emergency, security event, or condition likely to disrupt mission performance.
• No substitutions of the approved vessel without prior written KO approval and demonstration that the substitute meets all requirements.
