About this opportunity
The Naval Sea Systems Command, Surface Systems Contracts Division, has awarded a sole-source contract extension to Raytheon of Massachusetts for continued production and sustainment of the AN/SPY-6(V) Family of Radars on a sole-source basis. The contract covers four radar variants (V, V-1-4, land-based assets, and Foreign Military Sales), with total contract value redacted.
The justification cites 10 U.S.C. 3204(a)(1), permitting sole source procurement when only one responsible source exists. Raytheon possesses unique technical expertise and exclusive access to critical Technical Data Package (TDP) updates required for ongoing platform integration, test, and obsolescence resolution in support of HP&S competition readiness. Award to another source would create unacceptable delays to production requirements and multi-year delivery gaps affecting shipbuilding and modernization schedules. A Sources Sought/RFI released in January 2024 yielded limited industry response; one large business expressed interest but acknowledged barriers to competition. The contract covers production systems, sustainment maintenance support for Lowest Replaceable Units (LRUs) including Transmit Receive Integrated Multi-Channel Modules (TRIMM) and Digital Receiver/Exciter (DREX) hardware, and Provisioned Item Order (PIO) for spares procurement for twelve (V1), two (V2), five (V3), and five (V4) systems. The period of performance is estimated at 68 months after award with options included. Senior Procurement Executive approval was signed on January 16, 2025. The Government plans to pursue full and open competition for follow-on production through a MAC IDIQ contract contingent upon release of final TDPs.
