About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition for a sole source contract action.
The Naval Sea Systems Command, Surface Systems Contracts Division (SEA 025), is awarding a two-year sole source contract extension to Raytheon of Massachusetts to continue production and sustainment of the AN/SPY-6(V) Family of Radars. The contract covers four radar variants (V, V-1-4, land-based assets, and Foreign Military Sales) and includes production systems, sustainment maintenance support for Lowest Replaceable Units (LRUs) including Transmit Receive Integrated Multi-Channel Modules (TRIMM) and Digital Receiver/Exciter (DREX) Hardware, and Provisioned Item Order (PIO) for spares procurement. The completion of AN/SPY-6(V) production and sustainment effort, including options, is estimated at 68 months after award. The total estimated contract value is redacted but covers twelve (V1), two (V2), five (V3), and five (V4) systems plus sustainment and expected PIO. The statutory authority cited is 10 U.S.C. 3204(a)(1), permitting sole source procurement when only one responsible source exists.
The J&A justifies sole source award based on Raytheon's unique technical expertise and exclusive access to critical Technical Data Package (TDP) updates for ongoing platform integration, test, and obsolescence resolution required for HP&S competition readiness. The Government determined that awarding to another source would result in unacceptable delays to production requirements and create multi-year delivery gaps affecting shipbuilding and modernization schedules. A Sources Sought/RFI was released in January 2024 with limited industry response; one large business expressed prime contractor interest but acknowledged barriers to competition. The Government plans to pursue full and open competition for follow-on production through a MAC IDIQ contract with an estimated award date redacted, contingent upon release of final TDPs. The Contracting Officer determined anticipated costs are fair and reasonable. Senior Procurement Executive approval was signed on 1/16/2025.
