About this opportunity
The Department of the Interior Bureau of Land Management California Region seeks firm fixed-price construction services for the Red Mountain Road Upgrade, with proposals due May 18, 2026 at 5:00 PM Pacific Time. This is a total small business set-aside.
Place of performance is Red Mountain Road in Mendocino County, California (12 miles from approximately milepost 2.5 to mile 12 near Piercy). The work comprises repairs, upgrades, and reconstruction of road drainage infrastructure across 12 primary treatment sites plus 2 additive line item sites, including culvert replacements, rolling dip construction, aggregate base installation, road reshaping, and rock armoring of vulnerable fill slopes. The contractor must supply all materials (447 cubic yards of 1.5" base rock, 90 cubic yards of 6"-24" armor rock, 42 cubic yards of 3" ballast rock, and corrugated metal pipes 24" through 54" diameter), provide all water for compaction—the BLM has no permitted water sources available—and complete work within 100 calendar days of notice to proceed. All work must occur between May 15 and October 15 due to environmental permitting requirements protecting water quality and federally listed species. Installation must conform to 2023 CalTrans Standard Specifications and Clean Water Act Best Management Practices.
The NAICS code is 237310, Highway, Street, and Bridge Construction; PSC is Z1LB, Maintenance of Highways/Roads/Streets/Bridges/Railways. The FAR magnitude is $500,000–$1,000,000. Evaluation methodology is Lowest Priced Technically Acceptable (LPTA), awarding to the lowest-priced offeror whose proposal is technically acceptable. Technical acceptability requires a construction plan demonstrating materials sourcing, logistics, and traffic control understanding; a Gantt-format project schedule within the 100-day window; and personnel with relevant credentials for steep terrain work and water quality control. Prevailing wage rates apply per Department of Labor determination effective January 2, 2026. Bid guarantee of 20% of bid price or three million dollars (whichever is less) on SF 24-16d is required. The prime contractor must perform at least 25% of contract costs with its own employees. Performance and payment bonds must be submitted within 10 days of award on GSA forms SF 25 and SF 25A. An organized site visit was held April 27, 2026 at 10:00 AM PDT at the Red Mountain Road and State Highway 271 junction. Amendment No. 0003 (May 8, 2026) replaced the SOW and bid schedule; offerors must acknowledge all amendments by signed SF 30 with their proposal.
