About this file
This is a Questions and Answers amendment (Amendment No. 0002) issued by the Bureau of Land Management (BLM) in response to contractor questions regarding Solicitation 140L1226R0004 for the Red Mountain Road Upgrade project, dated May 4, 2026.
The amendment clarifies key project requirements and contractor responsibilities. Regarding compaction, no testing is required, but contractors must set culverts into prepared native material free of visible organic debris and rocks under 3 inches, with compaction occurring in minimum 6-inch lifts. The contractor is responsible for securing and supplying all water needed for compaction at all crossing sites, rolling dips, and rocked road segments; the BLM has no permitted water sources available. The BLM has secured all necessary project permits (SWPPP, grading, and others), though contractors remain responsible for water withdrawal permits and must maintain copies of the SOW and Best Management Practices on-site at all times. Contractors may camp on public lands in the area at designated locations including the Quarry site and Spur 26, subject to a 16-day limit and "leave no trace" principles, with the COR working with contractors to establish approved camping areas. An updated SOW will be posted to reflect changes in culvert quantities and dimensions, including increased overall culvert lengths and a revision of one 60-inch pipe at site #34 to 54 inches. All proposals and bonds must be submitted via email. For information regarding small business preferences, contractors should refer to page 4 of the solicitation. Contact information is provided for Sam Flanagan (COR), John "Lou" Cabral (CS), and Branden Bayze (CO).

Questions received regarding Scope of Work (SOW) for Red Mountain Road Upgrade Project
1. Is any compaction testing required? No testing required, the following practices shall be adhered to:
The SOW requires the following for compaction:
• Culverts shall be set into prepared native material free of visible organic debris and rock particles <3”. Compaction shall occur in a minimum of 6” lifts. Water used to achieve compaction shall be supplied by the contractor.
• Contractors shall provide sufficient water to achieve compaction at all treatment sites.
• Refer to “Typical Drawing 4” in the SOW for compaction and culvert installation requirements.
2. Does BLM have a source of water for the contractor to use during construction? Can water be pulled from the river near the Hwy 101 junction?
• The BLM does not have any permitted water sources in the project area. The contractor is responsible for securing any water as a requirement of the project.
Any permitting required for water supplies is the responsibility of the contractor.
• The BLM expects water will be needed at all crossing sites, rolling dips and rocked road segments.
3. The solicitation says camping is not authorized, I am assuming this is due to USFS land on both sides of the road. Can the contractor camp on BLM land further down the road?
• Contractors may camp on public lands in the area. There is no USFS land in the project area. Two suggestions for camping are the Quarry site, and out Spur 26, mailto:sflanaga@blm.gov mailto:John_cabral@ios.doi.gov mailto:branden_bayze@ios.doi.gov
Amendment No. 0002 past the end of the project area. Proposed camping areas are subject to a 16-day limit. The COR will work with the prospective contractor to establish approved camping areas. All camping sites shall adhere to “leave no trace” principles. Waste elimination is the responsibility of the contractor. Contractors wishing to camp are encouraged to be aware of the relevant public-private lands boundaries in the area.
4. Are any permits (SWPPP, grading, or other) required?
• The BLM has secured all necessary permits for the project. Any permits for water withdrawal are the responsibility of the contractor. Contractor should have a copy of the SOW and Best Management Practices present at all times.
5. I found a discrepancy in the Material quantities. Table 2 materials for site treatments does not show a quantity for 60” pipe however in the site-specific treatment table it shows a 60”x40’ for site 34. There is another one for site 70 where it shows the 24” culvert to be 60’ in length, but in the treatment site location it shows a length of 80’. Please let me know what number to go with on the culvert quantities.
• An update SOW will be posted to reflect an increase in overall culvert lengths required for the project.
• We also note that one 60” pipe at site #34 has been revised to 54”. Please refer to the amended SOW listing these changes to culvert dimensions.
6. May you confirm for bid documents is there only item required to submit via USPS, page 2 of 37. Is there further documentation to submit with bid? Bid Bond?
• All proposals will be submitted via email
• All bonds will be submitted via email with the proposal
7. Is there a small business preference? Is the option to send an electronic bid available?
• Please refer to page 4 of the solicitation
• All proposals will be submitted via email.
