About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base is seeking a small business contractor to provide recycling services for tritium-containing military equipment, specifically compasses, gun sights, and watches. The solicitation (FA860125R0011) is a combined synopsis/solicitation expected to result in a single award Blanket Purchase Agreement (BPA) for commercial recycling services. Contractors must possess a valid US Nuclear Regulatory Commission or Agreement State license and be capable of processing approximately 500 compasses, 50 gun sights, and 5 wrist watches annually containing decayed radioactive material. The evaluation will focus on two primary factors: technical capability and total evaluated price, with contractors required to demonstrate regulatory compliance, develop a comprehensive recovery and recycling plan, and provide evidence of prior relevant experience. Electronic proposals must be submitted by 10:00 AM EDT on April 25, 2025, via email to micah.parsons@us.af.mil, with the government reserving the right to award without discussions based on proposal quality and price reasonableness.
The solicitation is a total small business set-aside under NAICS code 562211 with a small business size standard of $47 million. The contract will have a five-year performance period from August 1, 2025, to July 31, 2030, with individual purchase calls limited to $75,000 for Contracting Officers and $25,000 for Ordering Officers. The total anticipated volume includes 2,500 compasses, 25 watches, and 250 gun sights over the entire contract period, with shipments expected to originate from Wright-Patterson Air Force Base. The place of performance is located in Wright Patterson, Ohio 45433, and the contractor will be responsible for taking possession of radioactive equipment, with the Air Force being relieved of future responsibility upon shipment. Monthly reporting and annual price list submissions will be required, and the contractor must comply with current environmental laws and regulations while operating during standard duty hours.

COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation (“synopsitation” hereafter), which is expected to result in single award Blanket Purchase Agreement (BPA) for commercial items/services, i.e. Recycling of Tritium Compasses, Watches and Gun Sights, as described in the Performance Work Statement. The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is conducted as a commercial item/service procurement using simplified acquisition procedures, FAR Part 13. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factor and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. Proposal evaluation does not permit tradeoffs between price and non-price factors. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the price fair and reasonableness of proposals received. Please see attachments for request price list, PWS, and additional BPA information.
