About this file
This Performance Work Statement (PWS) details the Air Force's requirements for recovery and recycling of tritium from military equipment. The contract seeks a contractor to process approximately 500 compasses, 50 gun sights, and 5 wrist watches containing tritium microspheres annually for five years (2025-2029), with each item containing decayed radioactive material measured in millicuries. The contractor must have a valid US Nuclear Regulatory Commission or Agreement State license, provide all necessary labor and equipment for tritium recovery, comply with environmental regulations, and submit electronic invoices through Wide Area Workflow for amounts over $25,000.
Key performance requirements include providing an inventory receipt to the Air Force within 5 business days of receiving shipments, maintaining compliance with current environmental laws and regulations, and operating during normal duty hours (0730-1630, Monday-Friday, excluding federal holidays). The contract will be administered by the Air Force Radioactive Recycling and Disposal (AFFRAD) office at Wright-Patterson AFB, with a total performance period of 5 years from the Notice to Proceed (NTP). The solicitation is set aside for small businesses under NAICS code 562211, with proposals due by 10:00 AM EDT on 22 April 2025.

NOVEMBER 2024
I. DESCRIPTION OF SERVICES
1. Scope
Certain types of commodities are no longer used within the Department of Defense or have exceeded the useful shelf life. This Performance Work Statement includes compasses, gun sights and wrist watches containing tritium in a gaseous state contained in microspheres, including licensed devices and/or exempt devices or quantities, pursuant to 10 CFR 30.15 and 10 CFR 30.19. This scope does not include tritium as a non-gaseous, solid oxide paint in commodities.
a. The contractor shall provide all labor, equipment, and materials necessary to Recover/Recycle tritium from compasses, gun sights and wrist watches commonly found within the Department of Defense
(DoD). Any non-radioactive materials associated with these commodities, i.e. plastic or metal, can be recycled or disposed as the contractors deems appropriate without regard to government approval.
b. The contractor shall have capacity to accept the following estimated quantities of each commodity from the DoD for tritium Recovery/Recycling:
Base Year 2025
• 500 each Compasses, approximately 60 millicuries each (decayed), 30.0 curies.
• 50 each Gun Sights, approximately 25 millicuries each (decayed), 1.25 curies.
• 5 Wrist Watches, approximately 10 millicuries each (decayed), 0.05 curies.
2nd Year 2026
• 500 each Compasses, approximately 60 millicuries each (decayed), 30.0 curies.
• 50 each Gun Sights, approximately 25 millicuries each (decayed), 1.25 curies.
• 5 Wrist Watches, approximately 10 millicuries each (decayed), 0.05 curies.
3rd Year 2027
• 500 each Compasses, approximately 60 millicuries each (decayed), 30.0 curies.
• 50 each Gun Sights, approximately 25 millicuries each (decayed), 1.25 curies.
• 5 Wrist Watches, approximately 10 millicuries each (decayed), 0.05 curies.
4th Year 2028
• 500 each Compasses, approximately 60 millicuries each (decayed), 30.0 curies.
• 50 each Gun Sights, approximately 25 millicuries each (decayed), 1.25 curies.
• 5 Wrist Watches, approximately 10 millicuries each (decayed), 0.05 curies.
5th Year 2029
• 500 each Compasses, approximately 60 millicuries each (decayed), 30.0 curies.
• 50 each Gun Sights, approximately 25 millicuries each (decayed), 1.25 curies.
• 5 Wrist Watches, approximately 10 millicuries each (decayed), 0.05 curies.
1.1 Program Management
a. Items for Disposition:
1. The USAF will provide the items listed in Section 1.b.
2. The USAF will provide an inventory that includes the manufacturer, model number, serial number, initial and decayed radioactivity and date of manufacturing of the commodities if available.
3. The USAF will provide for transportation to the designated contractor facility.
b. Contractor provided items
1. The contractor shall provide all labor, equipment, and materials necessary for the Recovery/Recycling of tritium from the compasses, gun sights, and wrist watches.
