About this opportunity

The Defense Logistics Agency Family & Morale, Welfare, and Recreation (FMWR) is soliciting proposals through RFP NAFUA1-25-R-0003 for comprehensive recycling services at the Defense Supply Center Richmond, Virginia. The contractor will be responsible for providing all labor, equipment, materials, and incidentals necessary to collect and process recyclable materials including shredded white ledger paper, mixed paper, baled corrugated containers, loose aluminum cans, PET plastic bottles, and semiannual pickup of electronic media and office supplies. The contractor must supply 25 tall containers (1200-pound capacity), 25 short containers (600-800-pound capacity), and an empty trailer for loading recyclable materials. The contract will be awarded to the responsible contractor proposing the highest monthly percentage paid to the Non-Appropriated Fund Instrumentality (NAFI), with payments based on the Yellow Sheet for the Advanstar Communications Inc. Official Board Market pricing. All questions must be submitted in writing to the Contracting Officer by 3:00 PM EST on September 18, 2025, and proposals are due by 4:00 PM EST on September 25, 2025.

This opportunity does not include any set-aside designations and has no incumbent contractor, indicating this is a new requirement. The contract structure includes a base year with four one-year option periods, creating a potential five-year term for the successful offeror. The estimated annual tonnage of recyclable materials is approximately 280 tons, providing a baseline for contractors to assess the scope and scale of operations required. The work will be performed at the Defense Supply Center Richmond in Virginia, where the contractor will establish ongoing collection and processing operations. While specific award values are not disclosed, the revenue-sharing model based on commodity market pricing for recyclable materials will determine the financial arrangements between the contractor and the government agency.
