About this opportunity
The Department of the Air Force Air Education and Training Command is conducting market research for recycling equipment maintenance services at Joint Base San Antonio through a pre-solicitation notice for a multiple award blanket purchase agreement. The procurement seeks contractors to provide comprehensive preventative maintenance for recycling center equipment at three JBSA locations: Lackland, Ft. Sam Houston, and Randolph, covering 28 different pieces of equipment including balers, shredders, conveyors, fans, truck ramps, and specialized machinery like a brass mutilator complex. Contractors must supply all tools, labor, management, materials, and transportation necessary to maintain the Qualified Recycling Program equipment, while ensuring compliance with federal, state, and DOD environmental regulations and safety protocols. The government is requesting interested small businesses to submit voluntary capability statements or brochures limited to five pages maximum, along with any questions about the draft Statement of Work and price list. The submission deadline for responses is July 31, 2025, at 11:00 AM Central Time, with electronic submissions required to Lauren Macias via email.
This opportunity does not utilize any set-aside designation and no incumbent contractors are identified in the documentation. While a Schedule B Price List is provided listing all 28 pieces of equipment with categories for monthly, quarterly, semi-annual, and annual maintenance services, all current unit prices are listed at zero dollars, indicating that pricing will be established through the competitive process. The planned blanket purchase agreement will span three years and require contractors to maintain detailed service reports while working during normal duty hours from 7:30 AM to 3:30 PM, Monday through Friday, with potential Saturday work if pre-approved. All service personnel must undergo criminal history checks for base access, and contractors must use qualified personnel while providing advance notification before service calls to ensure all recycling equipment remains fully operational throughout the contract period.
