About this file

This document is a Blanket Purchase Agreement (BPA) Statement of Work for preventative maintenance of recycling center equipment for the Joint Base San Antonio (JBSA) Qualified Recycling Program (QRP). The service requires comprehensive maintenance for equipment located at three JBSA locations: Lackland, Ft. Sam Houston, and Randolph. The contractor will be responsible for performing regular preventative maintenance, identifying equipment malfunctions, supplying necessary parts and materials, and ensuring all equipment remains fully operational. Key requirements include using qualified personnel, providing advance notification before service calls, and maintaining detailed service reports.

The scope of work encompasses multiple equipment types including balers, compactors, shredders, shop fans, truck ramps, and specialized recycling machinery. The contractor must comply with federal, state, and DOD environmental regulations, obtain necessary permits and certifications, and adhere to strict safety protocols. Base access requires criminal history checks for all service personnel, and work will be performed during normal duty hours (7:30 a.m. to 3:30 p.m., Monday through Friday), with potential Saturday work if pre-approved. The BPA is associated with a pre-solicitation opportunity (Solicitation Number: F2M3CC5203H001) issued by the Department of the Air Force Air Education and Training Command.

At the end of each service call, the Service Provider shall give at least a brief description of the equipment status, service status, and future service/parts needs to the QRP Operations Supervisor or COR before leaving the Recycling Center. This shall be followed by a written report, which may be on a work order/service ticket, on an invoice, or via separate email.
