Fixture-to-fixture distance measurement accuracy must not exceed 0.002 inches. The system must store a minimum of 2,500 test reports with timestamps and identification numbers. Performance must ramp to target loads from 0 to 20,000 pounds with maximum tolerance of 25 lbs or 0.125% Full Scale, and step to incremental pneumatic loads up to 250 psig with tolerance of 1 psig or 0.4% Full Scale. Cycle-time target is 15–20 minutes. The existing press footprint is 180 inches by 120 inches with door clearance of 115 inches by 115 inches and overhead clearance of 174 inches.

The NAICS code is 333517, Machine Tool Manufacturing; PSC is 3442, Hydraulic and Pneumatic Presses, Power Driven. Performance period is 6–12 months from award, with expected award in FY27. Evaluation is merit-based on three factors of equal or lesser importance: Technical and Innovative Merit, Delivery and Lifecycle Sustainment, and Price and Funds Availability.
