About this file
This document is a Question and Answer amendment providing Government responses to vendor inquiries regarding Army Contracting Command-Anniston Army Depot's (ACC-ANAD) recuperator press modification/replacement requirement (CSO-AoI A0017).
The requirement involves modifying or replacing a 75-ton KR Wilson hydraulic press (Model DC4-SA, Serial Number 11042-001) used for pressure testing recuperator core assemblies. The system must maintain a closed-loop load control during load tests and closed-loop distance control during pneumatic tests. Key operational specifications include: Main Platen loading rate of 44"/min with indefinite hold time; Auxiliary Platen loading rate of 8.5"/min; and a complete cycle-time target of 15-20 minutes encompassing setup, load test, and pneumatic test. Fixture-to-fixture distance measurement accuracy must not exceed ±0.002". The existing press footprint is 180" x 120" with door clearance of 115" x 115", overhead clearance of 174", and foundation capacity equivalent to 6" concrete. Component sourcing must comply with DFARS 252.225-7001 Buy American requirements, limiting procurement to 26 qualifying countries including Australia, Canada, France, Germany, Israel, Japan, and the United Kingdom. The weld procedure involves circumferential resistance welding on the outer and inner diameters of the part. The Government explicitly encourages innovative solutions and will not restrict offerors from proposing approaches such as robotic welding integration. The AoI Phase 1 close date was October 28, 2026, at 10:00 AM CDT, with an expected award date within FY27 and a performance period of 6-12 months from award. No specific budget figure, detailed prints, drawings, manufacturing details, or operational manuals are available for release. Price is considered but is not the primary determining factor; solution quality and requirement satisfaction take precedence.

Industry Questions and Government Responses
CSO-AoI A0017 – Recuperator Press Modification
Additional Information
1. The purpose of this amendment is to provide Government responses to vendor questions.
2. Questions and answers are provided below.
Existing Equipment Information
Name Plate - KR Wilson 75 Tonnage Press Model DC4-SA Serial Number 11042-001 U.S.
Patent S.Q. 11042-K Sciaky P.T. NO. 697776
Description per The Operation Manual - The test station consists of a 75-ton hydraulic press that provides the initial force to contain the core assembly being pressure tested. The press serves as a restraining fixture to withstand the reaction load of about 100,000 pounds when the core is pressurized to 250 psig. An auxiliary platen is used to preload the core assembly with a force of about I5,000 lbs. This action compresses the core slightly so it can be tested at a determined height.
Federal Agency: Army
Office: Army Contracting Command-Anniston Army Depot (ACC-ANAD)
AoI Title: Building 133 Recuperator Press Modification / Replacement
CSO AoI Number: AoI A0017
AoI Release Date: September 28, 2026
AoI Phase 1 Close Date: October 28, 2026, at 10:00 AM CDT.
Main Platen – The platen that is connected to the 10” bore Auxiliary Platen – The movable platen Base Platen – Frame of the press the dolly sits on Load Dolly – Rolling frame the fixture assembly sits on Fixture Assembly – 2-piece assembly the part sits on with through holes for air to be directed in and fill the part.
The swinging press stops starts at 32.1875” from the base frame with a thickness of 1” for a total number of 34 swinging press stops.
During load test, the system must be in a closed loop to maintain load.
During pneumatic test, the system must be in a closed loop to maintain distance.
Question 1. Can the Government confirm the minimum daylight opening, ram stroke, shut height, and usable platen dimensions?
Answer 1.
Question 2. Is there a required loading rate, hold time, or complete cycle-time target?
Answer 2.Main Platen loading rate – 44”/min
Main Platen hold time – indefinite
Auxiliary Platen Loading rate – 8.5”/min
Auxiliary Platen hold time – Same as completed cycle-time target
Complete Cycle-time target – 15 – 20 mins to include setup, load test, and pneumatic test.
Question 3. What accuracy is required for the fixture-to-fixture distance measurement?
Answer 3. The accuracy shall be no more than +/- 0.002”.
Question 4.Can the government provide dimensions or drawings for the moving platen and pneumatic air-lock interface?
Answer 4. Auxiliary Platen – Please refer to question 1
Pneumatic Air-Lock Interface – The tube extruding from the lower fixture assembly
OD = 1.77” ID = 1.35” L = 2.8”
Extruded OD 2” then another length of 1.16” at an OD of 1.77” The thru hole at the upper fixture assembly to the part has diameter of 0.67”
Main Platen Auxiliary Platen Min Daylight Opening UNK 9.75” Ram Stroke 40” 2.5” Shut Height UNK 7.25” Usable Platen Dimension 34.5”D x 50.875”W x
11.4375”H 29 7/8” D x 37 1/8” W x 23”H (from the base of the main platen)
Question 5. Can the government confirm the installation of footprint, door clearance, overhead clearance, and foundation capacity? (This will Be for your Rigging )
Answer 5. Footprint – 180” x 120”
Door clearance – 115” x 115”
Overhead Clearance -174” ( the ceiling is a drop ceiling, and portions may be cutout to allow more clearances )
Foundation Capacity - equivalent to 6” concrete
Question 6. Can the government clarify prohibited countries of origin and component sourcing requirements?
Answer 6. In accordance with DFARS 252.225-7001, Buy American and Balance of Payments Program, qualifying countries include:
