About this opportunity

The District of Columbia Air National Guard is issuing a Request for Information (RFI) due June 15, 2026, to identify contractors capable of providing recruiting and lead generation services, with an anticipated performance period of September 1, 2026, through August 31, 2027, plus four one-year option periods. This is an information-gathering vehicle only and does not constitute a commitment to award or solicit quotes.

The RFI targets Marketing Consulting Services (NAICS 541613) with no set-aside. The Government seeks to determine whether competition exists and identify the most advantageous procurement method.

Contractor responsibilities include generating 250 qualified leads monthly across at least 25 Air Force Specialty Code positions through market research and multiple outreach channels—email campaigns, social media, professional networking, and public databases. All leads must be tracked in a Government-approved CRM system (Salesforce) and must demonstrate the prospect's ability to meet DC Air National Guard qualifications, urgency to join, trust in the Air Force/Air National Guard, and responsiveness to outreach. The contractor must maintain a 90% quality assurance level for lead qualification, submit a Quality Assurance Surveillance Plan within ten days of award, and attend monthly meetings with the Contracting Officer Representative.

Work is performed Monday through Friday, 0730–1700 hours, from a remote/detached facility at Government installations. The contractor must comply with background investigations, base identification, antiterrorism and OPSEC training, Information Assurance requirements, and DoD privacy protections. Government furnishes workspace and IT infrastructure; the contractor furnishes all other equipment and materials.

Responses limited to one page should be submitted to SMSgt Stacey Little at stacey.little.1@us.af.mil and must include company information, socioeconomic status, and description of relevant prior experience.
