About this opportunity
The United States Coast Guard (USCG) is conducting a Request for Information (RFI) for its Recreational Boat Testing and Compliance Inspection Program (RBTCP), seeking potential contractors to support federal safety enforcement for recreational boats. The RFI aims to gather market research information from companies capable of conducting comprehensive boat inspections and testing under 46 USC 43 and 33 CFR Subchapter S regulations. Interested companies must submit detailed information including company name, address, UEI number, point of contact, and business size by April 15, 2025, at 12:00 PM EST. All submissions should be emailed to Contracting Officer Yolanda Smith at Yolanda.C.Smith@uscg.mil, with any questions submitted no later than April 11, 2025, at 12:00 PM EST. The RFI emphasizes that this is a market research effort and does not guarantee future contract issuance, and respondents will not be compensated for their submission efforts.
The contract is categorized under Engineering Services (NAICS 541330) and Equipment and Materials Testing for Ship and Marine Equipment (PSC H220), with no specific small business set-aside designation. The potential contract encompasses a base year with four additional one-year option periods, requiring the contractor to perform 550 manufacturer inspections, 250 remote education inspections, 20 dealer inspections, and 5 boat show inspections annually. The contractor must maintain a specialized boat test facility and test a minimum of 35 boats per year for flotation compliance, with an anticipated 70% initial test failure rate. Contractor personnel must pass the Coast Guard's Recreational Boat Compliance Specialist Exam and possess at least six months of experience in boat manufacturing or surveying. While specific award values are not disclosed in the pre-solicitation notice, the comprehensive scope suggests a significant and complex procurement effort focused on ensuring recreational boat safety standards.
