About this opportunity
The Air Force Life Cycle Management Center (AFLCMC) Special Warfare Program Office is conducting market research to identify sources capable of providing Combat Rubber Raiding Craft (CRRC) outboard motors to replace obsolete 40HP units, with responses due November 16, 2026. This is a Request for Information (RFI) and Sources Sought Synopsis issued for acquisition-strategy development only and does not constitute a solicitation; the Government will not reimburse response preparation costs. No set-aside applies.
The current Guardian Angel weapon system's outboard motors are nearing end-of-service life and no longer meet Personnel Recovery mission requirements, particularly for operations in rough seas and adverse weather. Modern EPA-compliant 4-stroke replacement options present operational drawbacks: decreased horsepower and increased weight reduce mission capability and aerial-delivery flexibility.
Performance specifications require horsepower of 55 HP or above with propeller lower unit, capable of transporting a threshold payload of 2,029 lbs (four operators, one litter patient, 400 lbs equipment) and objective payload of 2,707 lbs (six operators, one litter patient, 400 lbs equipment) in sea-state 3-4 conditions. Motor weight must not exceed 220 lbs. Additional requirements include survivability after air deployment from fixed and rotary-wing platforms, single-operator capability with manual dewatering in 10 minutes or less, operation on mixed-gasoline 2-stroke fuel with objective capability for diesel and jet fuel, subdued non-reflective color, ASTM B117 saltwater corrosion resistance, and storage capability from −30°F to 120°F. Motors must comply with EPA Exemption Code 2 and achieve retroactive compatibility with legacy CRRC P4.7 transoms.
Initial Operational Capability requires 2 motors for user assessment; Full Operational Capability requires 91 motors total. Both U.S. and non-U.S. firms may respond. Respondents must register in SAM using NAICS 333618. Responses shall not exceed 15 pages and must include company data, product specifications, cost estimates for planning, government contract history, commercial item status, Buy American Act compliance, warranty, spare parts, training, risk assessment, and small-business utilization plans if applicable.

This Sources Sought Synopsis (SSS)/Request for Information (RFI) is issued for informational purposes and market research only; it does not constitute a solicitation. The Government will not reimburse any company or individual for any expenses associated with preparing/submitting information in response to this posting. The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and/or performance specifications. The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing a CRRC Outboard Motor (OE). The current Guardian Angel (GA) weapon system relies on CRRC Outboard Motors that are nearing the end of their service life and no longer fully meet the evolving requirements of the Personnel Recover (PR) mission. The obsolescence of the current motor fleet restricts operational capabilities and increases mission risk. Specifically, the inability to operate reliably in rough seas limits the ability to conduct PR missions in certain geographic locations and weather conditions. The current program lacks a viable replacement solution that addresses these deficiencies, restores the weapon system’s full operational capability, and provides GA personnel with a reliable and effective CRRC-system for all operational environments. Furthermore, the decreased horsepower and increased unit weight of modern potential replacement EPA compliant 4-stroke Outboard Motors (OE) reduce operational capability and aerial delivery mission flexibility.
