RECOVERY: This project is funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the requirements of the act. The work consists of rehabilitation and reconstruction of selected bridges, also including cleaning of the structures and graffiti removal. The project will include 16 bridges in the Sequoia National Forest. Of the 16 total bridges, the base proposal will be for 7 bridges and 9 bridges will be included as optional work items. Work on all bridges includes but is not limited to the following major items: o Clear and grub vegetation within 10 feet of designated bridges, with disposal of construction slash by scattering or removal as specified for each location; removal of marked hazard trees; removal of marked large woody debris in channels upstream of designated bridges. o Unplug, clean, and recondition specified bridge drainage structures on bridge approaches (ditches, ditch relief culverts, and over the side drains), to reestablish effective free flowing drainage of the areas. o Clean structure of debris and graffiti; clean bridge drains and expansion joints. o Repair, tighten and/or replace in-kind damaged or missing bridge hardware. o Roadway embankment construction/reconstruction for eroded approaches. o Structural excavation, backfill and compaction to repair existing soil erosion under and along the abutments. o Riprap armoring along abutments, wing walls and embankments as per plans. Salvage and reuse existing riprap when available; or gather, sort, and haul from designated borrow sites (government furnished). o Painting steel structures per plans. o Remove, replace and/or reset bridge railings to meet AASHTO or half AASHTO safety requirements as specified per plans. o Replace deteriorated treated timber structure decks per plans. o Repair concrete spalling on decks, abutments, and wing walls per plans as required. o Minor Cold Asphalt repair. A pre-bid tour will be conducted in two days; the first day June 15, 2010 at 9:00 AM will meet at the Hume Lake Ranger District office on State Highway 180 (35860 East Kings Canyon Road) in Dunlap, CA; then proceed to the seven bridge locations on the Hume Lake ranger district. The second day June 16, 2010 at 9:00 AM will meet at the Hot Springs (Uhl) Work Center on County Road M50 (43474 Parker Pass Drive) in California Hot Springs, CA; then proceed to the remaining nine bridge locations on the Western Divide and Kern River Ranger Districts. Contractors should notify the Contracting Officer of their intent to attend the pre-bid tour. The price range of this project is between $500,000 and $1,000,000. The estimated contract time is 360 calendar days. Estimated start work date is August 16, 2010. Issue date is approximately May 28, 2010 with a closing date of approximately July 9, 2010. This project is being issued unrestricted.
