ARRA Pre-Bid Tour Summary Report
A Pre-Bid Tour for the ARRA bridges was conducted on Tuesday June15, 2010 between the hours of 0900 and 1700 on the Hume Lake District, and Wednesday June 16, 2010 between the hours of 0900 and 1630 on the Western Divide and Kern River Districts. The purpose of the Pre-Bid Tour was to view each of the bridge sites, discuss the specified work needed at each bridge, and visit some of the Government Sources for rip rap and borrow embankment material. The participating Contractors also had the opportunity to ask questions about the project sites.
Hume Lake District Office
Arriving at the office, the Contractors were asked to sign the attendance list, and provide a business card. Shortly after introductions, Richard Mora, the Contracting Officer’s Representative (COR) gave a brief work description, discussed key details for the bridge sites, the intent of the project, and FP-03 specifications for the contract work items. Contractors are required to have current copies of the FP-03 specifications, either hard copies or downloaded from the web site. Nancy Ruggeri, the Contracting Officer, discussed the few identified errors within the Contract, also that an amendment would be done for these errors and any added items, as was needed prior to award, also she answered questions asked about contract clauses. Government Furnished Materials and the ARRA Signs at Specific Bridges were discussed. The Contractors were asked to review the project drawings and ask any further questions, before heading out to the bridge sites. Nancy Ruggeri reminded everyone before leaving the District office that we would have to stop and obtain entry permits for the Contractors, to travel through the National Parks for today and so they could visit these sites later until time of award. It would be the successful offeror’s responsibility to secure entry permits for his personnel after contract award. Contractors may be able to camp on-site using a self-contained travel trailer or recreational vehicle and must be coordinated through the Contracting Officer.
“Contractors asked during meeting at Hume Lake District Office, if they could buy just one ARRA Sign, which then could be used at the various designated sites on the Schedule to receive signs?”
Answer received for Questions Or Changes After Pre-Bid Tour
Designated Sites receiving ARRA Signs shall all have their own individual signs, which shall be left in place at the approved placement sites even after completion and acceptance of construction. The Signs will become Government Property and shall not be removed.
Government Material Sources
The Convict Flat and FS Road 14S11 Material Sources on the Hume Lake District were visited on-site and discussed. Additional material sources may be found along FS Road 22S82/Lloyd Meadow Road on the Western Divide District, and other sources As Shown on the Drawings (Vicinity Maps for riprap and borrow embankment material). Contractors may also choose to use commercial or private sources for riprap material, as long as it meets gradation requirements according to the FP-03 specifications. No Smooth, Round, or River Stone will be accepted for use as Keyed Riprap material, it must be Hard, Durable, and Angular Rock. Project Rock Quantities used from all sources will be paid by Contract Quantities, which is the terminology used by FP03 for what was formally known as design quantities, which are measured by in-place cubic yards. Contract does not specify Actual Quantities purchased from a commercial source and weighed for payment. Contractor has the option to use the Government provided sources or not.
“Contractors asked if possible to close Convict Flat Campground next to Material Source?”
Answers received for Questions Or Changes After Pre-Bid Tour
Convict Flat Campground will be closed to Public Use during on-going operations at Convict Flat Material Source. The District will require a Minimum Notice of 10 Days prior to any operations, to inform other Agencies, also to issue Internal & Public Notices.
Different Bridge Sites
Going through the different sites during the Pre-Bid Tour, the following items were brought to the Contractors’ attention and discussed, while going over the needed bridge work. Clearing and grubbing of vegetation shall be underneath and within 10 feet each side of the bridges; removal of small trees and limbs at designated/ marked areas before and after bridges for needed sight distance; removal of marked hazard trees, which are capable of hitting the bridges; removal of large debris from the upstream water channel shall be within 150 ft or less as needed; Slash Disposal is scattering downstream and outside of channel for the majority of the sites except for three sites with haul and disposal at nearby designated areas; remove damaged and treat exposed reinforcement steel for concrete repairs; repair and seal concrete cracks and spalled areas with approved materials; clean and remove moss, graffiti, and other debris on concrete; clean, tighten, or replace bridge hardware as needed; asphalt patching on bridge deck and within 50 ft from the bridge; removal of asphalt on expansion joints; furnish and install approved materials for the designated railing system upgrades; salvage and reuse undamaged railing material for use on other bridge sites; repair or install salvaged or Government Furnished materials at bridge railing systems as specified; remove and dispose of existing, then install new bridge decks and railing systems at designated sites; remove and install new stringers at designated sites; possible in-stream entry points for equipment at some of the sites to perform some of the specified work, such as keyed-in-place riprap for slope protection; mortared riprap for slope protection; placing ARRA signs at bridge construction sites, designated to have such signs. Blasting, welding, and burning permits can be obtained from District offices, where bridges are located if needed. Any water needed for construction work may be obtained at the different work sites. It is the contractor’s responsibility to request and develop water sources as needed for construction, after written approval by the Contracting Officer. All the water sources at the bridges are currently available for project use.
Hume Lake Bridge
A special work item for repairs at this site is the sub excavation, treatment, rewrapping, and encasement with structural backfill of the exposed timber piles under the north abutment with the approved coating, wrapping, and borrow material, as shown on the drawings. Spoke with Greg Gram one of the Christian Camp Directors during this site visit. We discussed timing of repairs for the bridge, which will take place after Labor Day, when there is reduced people and activities at the site, also the water level will be down, so work under the bridge can be completed. They would also like to be contacted prior to arrival of equipment and workers on site, for informing their Camp staff and visitors before the construction period starts. Discussed using an access point west of the bridge for equipment entry into the creek, so work can be done more efficiently under the bridge. We also asked about using one of the adjacent parking areas for a small riprap stockpile site during repairs of the bridge. Greg Gram told us it would all be approved for use, but to be sure and check in with someone at the Center’s office, before placing material there, or entering the creek and let them know, we had discussed it with him.
Lower Ten Mile Bridge
Going over the work needed for the bridge with the contractors, the following items were noted. Page 13 of the drawings show a 1¼” waterline that needs to be removed and relocated, once the new bridge railing is installed, instead of the actual existing 2” waterline. Contractors were made aware of the close proximity of existing waterline and valve boxes to location of new approach rails on upstream side of the bridge. Discussed needed containment field under bridge for capturing removed lead paint chips prior to painting the bridge. Removed lead paint once in a proper container shall be disposed of later off of Government land at a licensed/certified disposal facility for hazardous materials.
Upper Ten Mile Bridge
Discussed the keyed in place riprap with the contractors, since this bridge has the largest quantities of all the sites. We discussed possible entry points, for the equipment which will place riprap. Ruled out crossing the meadow adjacent to the bridge, unless District permits it and sets needed mitigation measures for protection of the resource. The District will not allow the road to be closed for the approach embankment repairs. The needed repairs will be completed on one side at a time, so traffic flows will be slowed and managed through the site with proper traffic control signing and flagmen.
Boulder Creek Bridge
The creek was running too high and fast, to go under the bridge and look at the needed concrete repairs. We discussed the specified Geocomposite Sheet Drain System with the Contractors, for intercepting the subsurface water coming from the Southeast slope into and under the East bridge abutment. The specified location of the sheet drain would not be possible as shown on the project drawings, once it was apparent that the targeted drain location was too close to the existing hillside and could not be done safely. After discussing this issue with the Contractors, a Standard Underdrain or common French Drain was proposed, that could work for the location and nearby hillside material. The trench ditch would remain armored with riprap from the local source at the site, also granular backfill material is available. Geotextile, perforated collector, and solid outlet pipe would be Contractor furnished. There is drainage rock for the drain bedding at the Convict Flat Source. Estimated trench ditch length would be approximately 75 ft. The material quantities were not determined on site, as we wanted to discuss this option with the Forest Engineer, then get back to everyone later with the decision.
Answers received for Questions Or Changes After Pre-Bid Tour
The type of drain to be installed will not be changed; it will remain a Geocomposite Sheet Drain System. An armored flat bottom ditch will be installed at the current location of the geocomposite sheet drain and paid as a separate pay item. The geocomposite sheet drain will be re-aligned closer to the bridge abutment and extended into the paved road, as staked by the government, for a total length of 100 linear feet. The east bridge approach will be repaved for 100’ instead of asphalt patched for 50’ to repave the paved surface after installation of the sheet drain.
Horse Corral Bridge
Discussed the keyed-in-place riprap for the abutments also possible creek access, for doing the work under the bridge. The Question was asked, if it would be possible to close the road for the approach embankment repairs being done here similar like those for Upper Ten Bridge. We noticed this was a Single Lane Bridge and not a Double Lane Bridge like the Upper Ten Mile, where one lane could be done at a time and still allow controlled traffic to proceed through the work site.
“We told everyone we would talk with the District, to see if and when a Road Closure for repairs would be allowed?”
Answers received for Questions Or Changes After Pre-Bid Tour
Horse Corral Bridge may be closed for a period of 2-3 work days during the week and not the weekends to Public Use during embankment repair operations no earlier than Late October, due to no other access beyond the bridge, public land holdings, and the possibility of emergency services needing access to areas beyond. The District will require a Minimum Notice of 21 Days prior to any operations requiring a road closure, to talk with the private land owners, inform other Agencies, also to issue Internal & Public Notices.
Millwood Bridge
We discussed the Hand-Placed Riprap with Spalls and Fines to fill in the voids and form a well graded mass for the timber crib abutments. There is 10 C.Y. within the Schedule for this work, so there is sufficient material called for, to fill the current voids and create a stable mass. We do need additional Keyed-in-Place Riprap material at dimensions of 2.5’Width X 2’ Height X 40’ Length along the front bottom of both the timber cribs each side of the creek under the bridge, to prevent further loss of material. After discussing the issue with the contractors, we calculated 15 C.Y. of additional riprap will be needed to armor the stream side bottom of both abutments. Any clearing slash generated will be removed from this site and piled at the back of the OHV Staging Area approximately within 150’ of the bridge. This was the first bridge visited, where the existing deck and railing were being replaced. Contractors asked about what closures were allowed in the contract. While replacing the three designated bridge decks with rails and designated stringers, the roads need to be closed and have the appropriate signage and barriers. If doing any other work except deck or stringers, the road could have one lane closed with appropriate signage and flagging personnel to direct traffic through the work area. Contractor is required by the contract, to submit a Traffic Control & Safety Plan for the Contracting Officer’s review and approval prior to start of operations.
Powderhorn Bridge
We discussed the riprap material needed with the contractors. An additional 10 C.Y. Keyed-in-Place Riprap will be added for fill protection on wing wall C. Quantities were determined on site for the change. Mortared Riprap to repair the undermined area at the bridge footing for abutment #1 is incidental to pay item 57301 Minor Bridge Repair (see drawing sheet 27).
Alder Creek Bridge
We discussed the riprap material needed with the Contractors; additional riprap will be added along the wings for slope protection. Mortared Riprap originally designated at the spill through abutments under the bridge will be changed to Keyed-in-Place Riprap and the additional material will also be Keyed-in-Place. The new material will be keyed in place under the existing mortared riprap, to prevent further separation from the wing walls, it is protecting, and also the voids in the mortar will be repaired with approved mortar cement. In order to fulfill the change, 20 C.Y. of additional riprap material were estimated.
