The solicitation will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with technical proposals required to address a Management Plan and Schedule demonstrating understanding of the scope of work and a Gantt Chart, as well as Experience on Similar Projects and Past Performance documented through three project resumes from the past five years involving comparable work in occupied federal or state buildings with a minimum project size of $50,000. Key deadlines include March 5, 2026, by 4:00 PM for Requests for Information (RFIs), a mandatory site visit on March 2, 2026, at 10:30 AM CDT (with RSVP due by February 26, 2026), and a proposal submission deadline of March 13, 2026, by 4:00 PM CDT to be submitted electronically to juan.juarez@gsa.gov. Interested contractors must acknowledge all solicitation amendments as a condition of proposal acceptance.

The estimated construction cost magnitude ranges between $25,000 and $100,000 under NAICS code 236220 (Commercial and Institutional Building Construction) with a size standard of $45 million. The contract will be awarded on a firm fixed-price basis with a performance period of 30 calendar days from the Notice to Proceed, with substantial completion required within 30 days and final completion within an additional 10 days, with liquidated damages assessed at $61 per calendar day for failure to meet the substantial completion deadline. Work will be performed at the Sioux Falls Federal Courthouse located at 400 S Phillips Avenue, Sioux Falls, South Dakota 57104 (Building Number SD0021), which is listed on the National Register of Historic Places and requires all work to comply with historic preservation guidelines. All contractor personnel must obtain SAC security clearances, and asbestos abatement work must be performed by a South Dakota Department of Agriculture and Natural Resources-licensed contractor with third-party industrial hygiene services provided by the contractor for final clearance.
