About this opportunity

The Norfolk Naval Shipyard (NNSY), under the Department of the Navy Naval Sea Systems Command, is procuring services to rebuild 24 hydraulic wheel module cylinders for a 150 Ton Heavy Lift Transporter (HLT). The solicitation follows a three-step process requiring contractors to first open and inspect one cylinder with a detailed condition report, then repair and test that cylinder using both original and new seals, and finally repair and test the remaining 23 cylinders based on initial findings. Contractors must demonstrate technical capability and past performance specifically with large industrial equipment, as the evaluation will use a Best Value Trade-Off method considering technical capability, past performance, and price. The work includes comprehensive cylinder inspection, measuring dimensions, identifying material defects, and testing seal integrity at pressures up to 3000 PSI. The solicitation closes on August 29, 2025, at 6:00 AM, with questions due by August 27, 2025, at 4:00 PM, and the expected period of performance running from September 15, 2025, through March 18, 2026.

This procurement is designated as a 100% small business set-aside under NAICS code 811310 with a size standard of $12,500,000. The contract will be awarded as a firm fixed price arrangement and includes a one-year warranty against leaks due to workmanship or material defects. The solicitation documents indicate this is specifically structured as a Women-Owned Small Business (WOSB) set-aside, though it's also referenced as a total small business set-aside. The work involves rebuilding exactly 24 cylinders over a six-month performance period, with an additional option to chrome a cylinder if defects are discovered during inspection. Performance will take place in Portsmouth, Virginia, though the specific delivery location remains to be determined, and contractors will be responsible for all inspection requirements and quality control measures.
