About this file
This is a Solicitation/Contract for Commercial Products and Commercial Services issued by Norfolk Naval Shipyard for rebuilding 24 hydraulic wheel module cylinders for a 150 Ton Heavy Lift Transporter (HLT). The contract is a Women-Owned Small Business (WOSB) set-aside with a total size standard of USD 12,500,000.00, using a firm fixed price arrangement. The primary objective is to perform a three-step rebuild process for the cylinders: 1) Open and inspect one cylinder and submit a detailed condition report, 2) Repair and test the first cylinder using original and then new seals, and 3) Repair and test the remaining 23 cylinders based on the findings from the first cylinder.
The contract period of performance is six months, from September 15, 2025 to March 18, 2026. The contractor will be responsible for comprehensive cylinder inspection, including measuring dimensions, identifying material defects, testing seal integrity at pressures up to 3000 PSI, and providing detailed reports. Additional requirements include protecting government property, maintaining safety standards, and providing a one-year warranty against leaks due to workmanship or material defects. There is an option to chrome a cylinder if defects are discovered. The evaluation will be based on technical capability, past performance (specifically experience with large industrial equipment), and price, using a Best Value Trade-Off method.

Rebuild 24 HLT Cylinders
PERFORMANCE OF WORK STATEMENT (PWS)
1.1 Introduction. The requiring activity is Norfolk Naval Shipyard (NNSY), Portsmouth, Virginia. NNSY Lifting & Handling Department (L&HD) requires a firm fixed price contract that will require three (3) steps in order to perform repair and testing ). The three (3) steps will of 24 wheel module cylinders belonging to a NNSY 150 Ton Heavy Lift Transporter (HLT include the open inspect of one (1) wheel module cylinder; then the repair and testing of the same one (1) wheel module cylinder; and finally the repair and testing of the remaining seven (7) wheel module cylinders. There is also an option for chroming a cylinder if a defect is discovered.
1.2 Scope. This PWS requires a certified cylinder repair contractor to perform an open and inspection of a hydraulic wheel cylinder to determine the cause of leaking and corrosion and to provide a report to make repairs. This cylinder is not a production line cylinder; it is unique to the HLT (NNSY has no specifications on the cylinder). Cylinder Characteristics: Single-action cylinder. Weight- 550 lbs. Piston rod diameter - 5". Seals: Pressure seal with energizer and debris seal. Pursuant to the open inspect findings in the report (hereinafter referred to as the "Report"). This PWS requires the certified cylinder repair contractor to reassemble the cylinder with the original seals and then pressure test. After this testing, the cylinder will be disassembled then reassembled with new seals identified in the Report and pressure tested. Both cylinder seals tests to be tested with a working pressure of 2000 PSI and a high working pressure of 2850 PSI. The pressure tests for the two different seals are to be compared to determine pressure losses and degree of leakage. Once the government concurs with the findings and recommendations in the Report, the certified cylinder repair contractor will disassembly each of the remaining seven (7) cylinders and inspect the barrel and piston per specifications. Replace the seals with the seals recommended by the Report that has been approved by the government. Pressure test to 3000 PSI to ensure no leaking.
